TEKNOLOGI INFORMASI DAN PENINGKATAN TRANSPARANSI, PARTISIPASI DAN AKUNTABILITAS DALAM PEMILU (Studi Kasus Desain Sistem Informasi Partai Politik Pemilu 2019)

Tulisan ini merupakan kajian tentang penggunaan teknologi informasi dalam pemilu, yang hendak melihat sejauh mana upaya penyelenggara pemilu dalam memanfaatkan teknologi informasi untuk mewujudkan transparansi, partisipasi, dan akuntabilitas dalam proses pemilu. Dalam hal ini kasus yang diangkat adalah Desain Sistem Informasi Partai Politik (SIPOL) Pemilu 2019 menyangkut desain teknis administratif maupun desain kelembagaan. Penggunaan Teknologi Informasi (TI) dalam proses pendaftaran dan verifikasi parpol adalah suatu hal yang urgent mengingat tahapan tersebut merupakan gerbang penentu kelayakan sebuah parpol untuk menjadi peserta pemilu. Beberapa urgensi penggunaan TI dalam pendaftaran dan verifikasi parpol di Indonesia yaitu perwujudan mandat UU Pemilu, yang menuntut Komisi Pemilihan Umum (KPU) untuk bekerja dalam koridor asas dan prinsip penyelenggaraan pemilu; konsekuensi dari persyaratan yang rumit dan kompleks untuk menjadi parpol peserta pemilu di Indonesia, yang paling berat di dunia menurut pakar parpol internasional; modernisasi administrasi dengan adanya arsip digital, yang bermanfaat tidak hanya bagi penyelenggara pemilu tapi juga bagi parpol, publik, dan stakeholder lainnya; perwujudan demokrasi substansial, dimana penerapan TI secara ketat dapat membantu parpol untuk menjadi parpol yang sehat sehingga bisa menjalankan fungsi sebagaimana mestinya. Selain itu, dapat menunjang pelaksanaan tugas-tugas penyelenggara pemilu serta dapat mendorong terciptanya popular control. Penggunaan TI dapat mewujudkan prinsip-prinsip penyelenggaraan pemilu diantaranya transparansi, partisipasi, dan akuntabilitas, yang selanjutnya akan mendorong demokrasi substansial. Namun, hasil penelitian ini menunjukkan bahwa SIPOL belum dapat sepenuhnya mewujudkan transparansi, partisipasi, dan akuntabilitas dalam tahapan pendaftaran dan verifikasi parpol peserta pemilu 2019. Jaminan akurasi informasi serta common acceptance yang menurut International IDEA adalah alasan penting penggunaan teknologi, belum dapat diwujudkan. Terbukti dari adanya gejolak politik melalui gugatan beberapa parpol terkait kelemahan SIPOL yang dikabulkan oleh Badan Pengawas Pemilu (Bawaslu), yang menunjukkan fakta bahwa SIPOL masih bermasalah, yang tidak hanya disebabkan oleh faktor teknis tapi juga oleh faktor kelembagaan. Hal tersebut karena penggunaan teknologi dalam sistem elektoral tidak hanya bergantung pada persoalan/aspek teknis berupa kegiatan dan fungsi dasar semata namun ada berbagai aktor dengan berbagai kepentingan yang terlibat didalamnya. Selain itu, SIPOL pun memerlukan jaminan eksistensinya. KPU dapat membuat sistem terbaik dengan menggunakan teknologi sebagai alat, tapi pada akhirnya alat itu kembali kepada yang menggunakan, dan juga kembali kepada penerimaan pihak-pihak terkait. Dalam penggunaan TI, KPU harus memperhatikan kesiapan dari sisi teknis dan juga kelembagaan. Sehingga, riset ini merumuskan sebuah rekomendasi perbaikan atas kelemahan desain SIPOL dari sisi teknis dan juga kelembagaan agar dapat lebih meningkatkan transparansi, partisipasi, dan akuntabilitas dalam tahapan pendaftaran dan verifikasi parpol peserta pemilu.

This research is a study about the use of information technology in election, which wants to see how far the effort of electoral management body (KPU) in making use of information technology to realize ransparency, participation and accountability in electoral process. The case is the Design of Political Party Information System (SIPOL) of General Election 2019, concerning administrative technical design and institutional design. The use of Information Technology (IT) in registering and verifying political parties process is an urgent matter considering that this stage is a gateway to determining the validity of a political party to become an election's participant. Some urgency of using IT in political parties registration and verification in Indonesian general election's as follows: the realization of the General Election's Law mandate, which requires the General Election Commissions (KPU) to work in the corridor of the organizing election principles; the consequences of complex and complicated requirements to become political parties which participating in Indonesian general election, the heaviest in the world according to international political party expert; administrative modernization by the availability of digital archives, which is useful not only for KPU but also for political parties, public, and other stakeholders; the realization of substantial democracy, where IT's application strictly helps political parties to become healthy political parties so it can run its functions as it should be. Other than that, it can support tasks execution of election organizer and can encourage the manifestation of popular control. The use of IT can realize general election principles such as transparency, participation and accountability, which in turn will encourage substantial democracy. However, the result of this research shows that SIPOL cannot fully embodied transparency, participation, and accountability in registration and verification stages of political parties participating in General Election 2019. Information accuracy guarantee and common acceptance which according to International IDEA is an important reason of the use of technology, can't be realized yet. It is proved by political problem through some political parties lawsuit related SIPOL weaknesses granted by the Election Supervisory Board (Bawaslu), showing the fact that SIPOL is still problematic, not only in technical factor but also institutional factor. This is because the use of technology in the electoral system doesn't only depend on technical issues/aspects like an activity and basic function but also there are various actors with various interests involved in it. In addition, SIPOL also needs its existence guarantee. KPU can make the best system by using technology as a tool, but in the end, that tool depends on who use it, and also related to the stakeholders acceptance. In the use of IT, KPU must pay attention to technical and institutional aspects readiness. Thus, this research formulates a fixing recommendations of SIPOL design weakness in technical and institutional aspects so that it can increase transparency, participation and accountability in registration and verificaion stages of political parties participating in general election.
