PERSEPSI DAN PARTISIPASI MASYARAKAT TERHADAP REHABILITASI EKOSISTEM MANGROVE DI DATARAN FLUVIOMARIN KELURAHAN LUMPUE, KOTA PAREPARE, SULAWESI SELATAN

Salah satu program konservasi yang sering dilakukan adalah rehabilitasi ekosistem mangrove. Kota Parepare merupakan salah satu daerah yang memiliki program rehabilitasi mangrove yang telah diatur dalam Peraturan Walikota No. 48 Tahun 2014. Program rehabilitasi tersebut telah dilakukan oleh berbagai instansi, lembaga, bahkan masyarakat sekitar. Penelitian ini bertujuan mengkaji; 1) kondisi bio-fisik ekosistem mangrove, 2) tingkat persepsi masyarakat terhadap rehabilitasi ekosistem mangrove, dan 3) tingkat partisipasi masyarakat terhadap rehabilitasi ekosistem mangrove. Metode penelitian yang dilakukan dalam penelitian ini adalah penelitian survei dengan pengambilan data menggunakan accidental sampling. Dari hasil penelitian, benih yang ditanam dalam program rehabilitasi adalah bakau ((Rhizhopora mucronata). Bentuk lahan di lokasi rehabilitasi adalah topografi datar, rataan lumpur, dan ada pengaruh sungai, lokasi rehabilitasi selalu dikenai pasang surut dengan salinitas air 21 -32 ppt. Tekstur tanah yaitu lempung berpasir dengan pH 6,38. Kondisi bio-fisik lokasi rehabilitasi di Kelurahan Lumpue sudah sesuai dan menunjang pertumbuhan benih Rhizhopora mucronata yang ditanam pada program rehabilitasi. Persepsi sebagian besar masyarakat Kelurahan Lumpue terhadap rehabilitasi mangrove tergolong tinggi, namun partisipasi masyarakat dalam program rehabilitasi termasuk kategori rendah. Partisipasi masyarakat dalam program rehabilitasi hanya terbatas pada kalangan tertentu, yaitu masyarakat yang tergabung dalam kelompok Pengelolaan Sumberdaya Alam. Partisipasi masyarakat yang rendah serta rendahnya koordinasi masyakarat dengan Pemerintah menjadi penyebab program rehabilitasi di Kelurahan Lumpue tidak berjalan optimal.

One of the most conservation programs is a rehabilitation of mangrove ecosystems. Kota Parepare is one of the areas that have mangrove rehabilitation program that has been regulated in Mayor Regulation No. 48 the year 2014. The rehabilitation program has been done by various agencies, institutions, even the surrounding community. This study aims to examine; 1) the biophysical condition of the mangrove ecosystem, 2) the level of community perception towards the rehabilitation of mangrove ecosystem, and 3) the level of community participation on the rehabilitation of mangrove ecosystem. The method of research conducted in this research is survey research by taking the data using accidental sampling. From the results of the research, the seeds planted in the rehabilitation program are mangroves (Rhizophora mucronata). The landform at the rehabilitation site is flat topography, mud flats, and river influences, rehabilitation sites are always tidal with water salinity 21 -32 ppt. The soil is sandy clay with pH 6.38. The biophysical condition of rehabilitation site in Lumpue Village is appropriate and support the growth of Rhizophora mucronata seeds which planted in the rehabilitation program. Most perception of Lumpue urban community towards mangrove rehabilitation is high category, but community participation in program rehabilitation is a low category. Community participation in rehabilitation programs is limited to certain groups, ie communities belonging to the Natural Resource Management Group. Low community participation and low coordination of the community with the Government causes the rehabilitation program in Lumpue Village not running optimally.
