EVALUASI KRITERIA SELEKSI TENDER MENGGUNAKAN ANALYTIC NETWORK PROCESS (ANP) STUDI PADA PT YUAN SEJATI

Analytic Network Process (ANP) merupakan generalisasi Analytic Hierarchy Process (AHP) dengan mempertimbangkan ketergantungan antar elemen hirarki. ANP digunakan dengan asumsi bahwa terdapat berbagai masalah keputusan tidak dapat distrukturisasi secara hirarkis, sebab melibatkan interaksi dan ketergantungan elemen-elemen level yang lebih tinggi pada hirarki elemen lebih rendah. Struktur umpan balik dari ANP tidak dalam bentuk top-to-bottom dari hirarki, namun tampak seperti sebuah network, dengan daur yang menghubungkan komponen dari masing-masing elemen secara berputar, sehingga tidak bisa disebut lagi sebagai level atau hirarki. Kerangka strategis yang dapat diintegrasikan dengan ANP adalah pengelompokan kriteria yang lebih seimbang, sehingga mengatasi bipolaritas. Untuk mengatasi bipolaritas atribut keputusan secara lebih komprehensif, manfaat, peluang, biaya dan risiko (benefits, opportunities, cost, and risks/BOCR) pantas dapat dimasukkan ke dalam metode ANP. Salah satu pemikiran terkait dengan persoalan kriteria tender, yakni sejauh mana perusahaan harus menerima atau menolak suatu proyek. Dalam upaya menentukan kriteria tender suatu proyek akan diterima atau diabaikan oleh PT Yuan Sejati, secara teoritis berbagai penelitian terdahulu dapat menggunakan kerangka Analytic Network Process (ANP).

Analytic Network Process (ANP) is a generalization of Analytic Hierarchy Process (AHP) considering the dependency between hierarchical elements. ANP is used assuming that there are various decision problems can not be hierarchically structured, because they involve interaction and dependence ofhigher level elements in the lower element hierarchy. The feedback structure of the ANP is not in the top-to-bottom form of the hierarchy, but looks like a network, with a cycle that connects the components of each element in rotation, so it can no longer be called a level of hierarchy. The strategic framework that can be integrated with the ANP is a more balanced grouping of criteria, thus overcoming bipolarity. To overcome the bipolarity of decision attributes more comprehensively, benefits, opportunities, costs and risks (benefits, opportunities, and risks / BOCR) can be incorporated into the ANP method. One thought is related to the issue of tender criteria is the extent to which a company must accept or reject a project. In an effort to determine the tender criteria for a project will be accepted or ignored by PT Yuan Sejati, theoretically various previous researches can use the Analytic Network Process (ANP) framework.
