KESIAPAN DINAS KESEHATAN PROVINSI DAN RUMAH SAKIT UMUM DAERAH TERHADAP IMPLEMENTASI KEBIJAKAN PERATURAN PEMERINTAH NO. 18 TAHUN 2016 PASAL 21 TENTANG RUMAH SAKIT DAERAH MENJADI UNIT PELAKSANA TEKNIS DINAS KESEHATAN DI PROVINSI BENGKULU

Latar Belakang: Berdasarkan Undang-undang No. 22/1999, UU No. 25/1999 dan Peraturan Pemerintah No. 25/2000 rumah sakit memasuki era desentralisasi sistem kesehataan, sehingga memicu perubahan besar dalam lingkungan lembaga pelayanan kesehatan. Namun sejak diterbitkannya PP No. 18 Tahun 2016 Pasal 21 yang memuat isu kebijakan untuk mengembalikan posisi rumah sakit daerah provinsi menjadi unit pelaksana teknis di bawah dinas kesehatan, telah membuat kedudukan dan fungsi rumah sakit umum daerah akan menjadi lembaga fungsional murni (non eselon) berbentuk unit pelaksana teknis daerah dibawah dinas kesehatan. Pada RSUD M.Yunus Provinsi Bengkulu belum menerapkan PP tersebut dikarenakan belum ada peraturan yang mengaturnya. Agar implementasi kebijakan dapat diterapkan dengan baik maka perlu mengetahui kesiapan organisasi terhadap Peraturan Pemerintah No.18 Tahun 2016 Pasal 21. Tujuan: Mengeksplorasi kesiapan dinas kesehatan provinsi dan rumah sakit umum daerah terhadap implementasi kebijakan peraturan pemerintah No.18 Tahun 2016 Pasal 21 tentang rumah sakit daerah menjadi unit pelaksana teknis dinas kesehatan di Provinsi Bengkulu. Metode: Penelitian ini merupakan penelitian studi kasus eksploratoris dengan desain kasus tunggal terjalin (embedded). Wawancara mendalam dilakukan kepada informan yang ditentukan secara purposive sampling. Hasil : Informan berpersepsi positif terhadap perubahan status RSD menjadi UPT dinas kesehatan namun sebagian besar berpendapat bahwa tidak harus melakukan perubahan kelembagaan RSD di Provinsi Bengkulu. Berdasarkan kesiapan perubahan organisasi dinas kesehatan provinsi Bengkulu telah mengalami perampingan kelembagaan setelah terbitnya PP Nomor 18 Tahun 2016 sesuai dengan Perda Nomor 62 Tahun 2016 namun untuk RSUD M. Yunus belum mengalami perubahan kelembagaan. Dari kesiapan ketersediaan SDM terhadap implementasi PP ini masih kurang. Kesimpulan : Implementasi kebijakan PP Nomor 18 Tahun 2016 Pasal 21 dapat di katakan belum siap sepenuhnya diterapkan di RSUD M.Yunus Bengkulu.

Background: Based on Law no. 22/1999, Law no. 25/1999 and government regulations (PP) no. 25/2000 hospitals decentralized era of health system, very wide within the healthcare institution. In RSUD M.Yunus regional hospital Bengkulu has not applied the regulation yet. In order to be applied properly, it is necessary to know the readiness of the organization against Government Regulation No.18 of 2016 Article 21. Objective: This study aims to explore the readiness of provincial health office and regional general hospital towards policy implementation of government regulation no.18 of 2016 article 21 on regional hospital become technical implementation unit of Bengkulu Provincial Health Office. Method: This study is an exploratory case study with a single embedded case design. Interviews were conducted on the informants selected by purposive sampling. Results: The informant perceived the positive status of the RSUD status to the health department but no larger than the one in Bengkulu province. Based on the study result showed that Provincial Health Departement of Bengkulu has experienced institutional encroachment after the issuance of PP number 18 the year 2016. On the contrary, the regional hospital has not been implemented the regulation yet. Based on the readiness of human resources, the implementation of this regulation is still insufficient. Conclusion: The implementation of PP number 18 the year 2016 article 21 is not enterirely ready to be applied in RSUD M.Yunus hospital Bengkulu.
