ANALISIS KONTESTASI DALAM PENYUSUNAN AGENDA SETTING PEMBENTUKAN PERDA KABUPATEN BANGGAI KEPULAUAN NOMOR 8 TAHUN 2016

ABSTRAK Riset ini diarahkan untuk mengetahui bagaimana dinamika kontestasi aktor dalam penyusunan agenda setting pembentukan Perda 8 tahun 2016 di Kabupaten Banggai Kepulauan. Adapun tujuan riset ini adalah pertama, untuk memahami peran dan kepentingan aktor dibalik kontestasi dalam penyusunan agenda setting kebijakan penataan kelembagaan di Kabupaten Banggai Kepulauan dan kedua untuk memahami dimensi politik dalam proses penyusunan agenda kebijakan penataan kelembagaan di Kabupaten Banggai Kepulauan. Dalam riset ini, data dianalisis secara deskriptif kualitatif yang didasarkan pada elaborasi teori dan data hasil wawancara dan data sekunder. Sedangkan fokus analisis dalam riset ini adalah aktor yang berperan dalam proses penyusunan agenda penataan kelembagaan Pemerintah Kabupaten Banggai Kepulauan, yang terdiri dari aktor pembuat kebijakan utama yang terdiri dari aktor Eksekutif dan Legislatif dan aktor informal (Policy enterpreneur). Dengan menggunakan teori agenda setting model Kingdon sebagai tools analisis, riset ini menemukan adanya kontestasi dalam penyusunan agenda kebijakan penataan kelembagaan di Kabupaten Banggai Kepulauan. Kontestasi dalam penyusunan agenda setting tersebut terjadi dalam dua ruang, yakni dalam tahap Policy Stream dan Policy Window. Kontestasi dalam ruang Policy Stream adalah kontestasi yang terjadi dalam ranah Eksekutif, yakni antara tim Penyusun OPD dan stakeholder terkait. Kepentingan dibalik kontestasi ini adalah soal distribusi resources kekuasaan di tubuh birokrasi. Sedangkan kontestasi dalam ruang Policy Window adalah kontestasi politik yang terjadi pada tingkat legislatif. Dinamika kontestasi dalam Policy Window terbentuk dari adanya konflik kepentingan antar aktor kebijakan (Eksekutif dan Legislatif) setelah rapat Pansus OPD DPRD Kabupaten Banggai Kepulauan. Konflik kepentingan itu dipicu oleh masuknya interest aktor Policy Enterpreneur dalam ruang Policy Window, yang kemudian mendorong perubahan desain struktur kelembagaan Organisasi Perangkat Daerah (OPD) dari 21 Dinas menjadi 16 Dinas. Kontestasi itu menghasilkan negosiasi kepentingan dan upaya lobby antar aktor Legislatif dan Eksekutif yang kemudian melahirkan konsensus sebagai agenda kebijakan penataan kelembagaan di Kabupaten Banggai Kepulauan. Sedangkan dimensi politik dalam riset ini adalah dinamika politik yang menjadi background proses penyusunan agenda kebijakan penataan kelembagaan. Dinamika politik itu berhubungan dengan konteks lingkungan politik nasional dan situasi politik lokal di Kabupaten Banggai Kepulauan.

ABSTRACT This research is directed to find out how the dynamics of the contestation of actors in the preparation of the agenda setting the formation of Regional Regulation 8 year 2016 in Banggai Kepulauan Regency. The purpose of this research is first, to understand the role and interests of the actors behind the contestation in preparing the agenda setting of institutional structuring policies in Banggai Kepulauan and secondly to understand the political dimension in the process of formulating the institutional structuring policy agenda in Banggai Kepulauan Regency. In this research, data were analyzed by using the descriptive-qualitative method based on elaborated theories, interview results, and secondary data. Furthermore, this research focused on the analysis of actors playing roles in the process of the arrangement of the government institutional agenda setting of Banggai Kepulauan. The actors were those that made the main policy, consisting of executive and legislative actors as well as informal actors (policy entrepreneurs). By applying Kingdon agenda setting theory as an analysis tool, this research figured out that there were contestation in the arrangement of institutional policy agenda setting in Banggai Kepulauan. Contestation in the arrangement of the agenda setting occurred in two stages that were in the stage of Policy Stream and Policy Window. Contestation in the Policy Stream stage were contestation occurring in the executive area that were contestation between the arrangement teams of related local government organizations and stakeholders. Interest over the contestation were the issues of power resource distribution in a bureaucratic body. Contestation in the Policy Window stage were political contestation occurring in the legislative level. The dynamics of contestation in the Policy Window was formed due to conflicts of interests between policy actors (executive and legislative) after meetings of the special committee of the regional government organization of Regional House of People Representatives Representatives of Banggai Kepulauan. Such interest conflicts were triggered by the appearance of the interests of policy entrepreneur actors in the Policy Windowstage encouraging changes of the institutional structure design of the regional government organizations that were from 21 to be 16 offices. The contestation created interest negotiations and lobby efforts between the legislative and executive actors that later generated a consensus as an institutional policy agenda-setting in Banggai Kepulauan. Mean while, the political dimension of this research was political dynamics that became the background of institutional policy agenda setting arrangement process. Such political dynamics related to the contexts of national political environment and local political situation in Banggai Kepulauan Regency.
