KAJIAN FUNGSI DAN PERAN KOTA WATES SEBAGAI PUSAT PELAYANAN SOSIAL DAN EKONOMI TERHADAP WILAYAH HINTERLAND

Kota kecil memiliki peranan yang strategis dalam konteks pengembangan wilayah. Kota Wates merupakan kota kecil yang berkedudukan sebagai ibu kota Kabupaten Kulon Progo. Hal ini menjadikan Kota Wates sebagai pusat pelayanan yang diharapkan dapat memberikan efek pembangunan bagi daerah belakangnya. Penelitian ini bertujuan untuk mengkaji fungsi dan peran Kota Wates sebagai pusat pelayanan sosial dan ekonomi terhadap wilayah hinterland nya. Metode penelitian yang digunakan adalah teknik analisa deskriptif kuantitatif. Data sekunder diperoleh melalui pengumpulan data instansi, sekolah, dan rumah sakit, sedangkan data primer diperoleh melalui wawancara semiterstruktur kepada konsumen dan pedagang pasar. Analisis yang digunakan untuk mengukur fungsi Kota Wates adalah analisis skala pelayanan dan analisis ketercukupan fungsi. Kemudian perannya diukur dengan analisis pemanfaatan fasilitas pendidikan, kesehatan, dan ekonomi di Kota Wates. Hasil penelitian menunjukkan bahwa fungsi Kota Wates sebagai pusat pelayanan umum sudah terpenuhi dengan tercukupinya fasilitas –fasilitas pelayanan sosial dan ekonomi bagi penduduk. Kota Wates juga mengalami penguatan fungsi dengan adanya perguruan tinggi yang memiliki skala pelayanan sampai dengan ke luar Kabupaten Kulon Progo. Peran Kota Wates saat ini juga semakin luas seperti dalam penyediaan fasilitas pelayanan sosial (pendidikan dan kesehatan). Fasilitas tersebut dimanfaatkan oleh penduduk Kota Wates dan wilayah hinterland bahkan menjangkau hampir seluruh desa di Kabupaten Kulon Progo. Sementara untuk fasilitas ekonomi, Kota Wates tetap berperan dalam pemenuhan kebutuhan penduduk hinterland utamanya untuk kebutuhan barang orde tinggi.

The small town has a strategic role in the context of the regional development . Wates is a small town that served as the capital of Kulon Progo Regency. It makes Wates as services centre which is expected to give the effect of development for the hinterland. This research aims to study the functions and role of Wates as social and economic service center against his hinterland region. The research method used is descriptive quantitative analysis techniques. The secondary data obtained through collection agencies, schools, and hospital, while the primary data obtained through semistructure interviews to consumers and traders market. The analysis used to measure the function of the Wates is scale analysis services and analysis of sufficient function. Then the role of Wates is measured by analysis utilization of facilities of education, health, and economy in the city. The results showed that the function of the city's public service center is already enough, the economic and social facilities services sufficiently for the population. Wates is also have strengthening function with the College which has a scale of service up to outside of Kulon Progo Regency. The role of the Wates is currently also increasingly widespread in the provided social services (education and health). Those facilities utilized by the resident of the city and the region of Wates’ hinterland even can reach almost the entire village in Kulon Progo Regency. While for economic facilities, Wates is also having role in fulfilling the needs of hinterland’s population especially for high order goods needs.
