EVALUASI PENGELOLAAN PARIWISATA BERBASIS MASYARAKAT (COMMUNITY BASED TOURISM) DI DESA WISATA KELOR, BANGUNKERTO, TURI, KABUPATEN SLEMAN

Sektor pariwisata merupakan salah satu sektor yang menjanjikan bagi pengembangan ekonomi suatu negara. Namun sering kali pengembangan tersebut meninggalkan beberapa dampak negatif, salah satunya adalah keuntungan pengembangan sektor pariwisata yang tidak dapat dirasakan secara menyeluruh oleh masyarakat mikro serta dilupakannya aspek lain dalam pengembangan suatu objek pariwisata. Untuk mengurangi dampak negatif dari pengembangan sektor pariwisata tersebut maka munculah konsep pengembangan pariwisata berbasis masyarakat atau lebih dikenal dengan Community Based Tourism yang memperhatikan aspek sosial, politik, ekonomi, budaya serta lingkungan dalam pengelolaannya. Salah satu penerapan konsep Community Based Tourism tersebut telah dilaksanakan di Desa Wisata Kelor yang terletak di Desa Bangunkerto, Kecamatan Turi, Kabupaten Sleman, D.I.Y. Melalui konsep pengelolaan tersebut Desa Wisata Kelor mampu bertahan sebagai salah satu desa wisata unggulan di Kabupaten Sleman. Oleh karena hal tersebut peneliti tertarik untuk mengevaluasi pelaksanaan pengelolaan pariwisata berbasis masyarakat di Desa Wisata Kelor untuk mengetahui faktor penghambat serta pendukung dalam pengelolaan Desa Wisata Kelor. Penulis menggunakan metode penelitian kualitatif studi kasus untuk menggambarkan kondisi pengelolaan pariwisata di Desa Wisata Kelor. Hasil penelitian menunjukkan bahwa pelaksanaan pengelolaan pariwisata berbasis masyarakat di desa wisata tersebut telah memenuhi beberapa prinsip Community Based Tourism dengan baik yaitu prinsip sosial, politik, ekonomi, dan lingkungan, serta telah mampu meningkatkan kesejahteraan masyarakat di sekitarnya. Keberhasilan pelaksanaan Community Based Tourism di desa wisata tersebut juga didukung oleh dua faktor utama yaitu faktor internal serta faktor eksternal.

Tourism sector is one of the promising sectors for the economic development of a country. But, often the development leaves some negative impact, one of which is the advantage of development of tourism sector that cannot be felt thoroughly by micro society, and forget others aspects in the development of a tourism attraction. To reduce the negative impact of the development of the tourism sector, then came the concept of Community Based Tourism that takes concern into; social, politic, economic, culture, and, environtmental aspects in its management. One of the application of the Community Based Tourism concept has been implemented in Kelor Tourism Village, Bangunkerto, Turi, Sleman, D.I.Yogyakarta. Through this concept, Kelor Tourism Village is able to survive as one of the leading tourism village in Sleman. Therefore, author is interested to evaluate the implementation of Community Based Tourism management in Kelor Tourism Village, to find out the supporting factors and inhibiting factors in the management of Kelor Tourism Village. Authors used the study case qualitative research methods to describe the condition of tourism management in Kelor Tourism Village. The result of the reseach showed that the implementation of Community Based Tourism in Kelor Tourism Village has fulfilled several aspects of Community Based Tourism; social, politic, economic, and environtmental aspects, and also has been able to improve the surrounding community welfare. The implementation of Community Based Tourism in Kelor Tourism Village is also supported by two main supporting factors, they are; internal factors and external factors.
