Penelitian ini menjelaskan ekonomi politik yang terjadi pada pembangunan Apartemen Uttara The Icon Yogyakarta. Terdapat dua permasalahan utama dalam pembangunan apartemen Uttara. Pertama terletak pada Izin Lingkungan yang diberikan oleh BLH Kabupaten Sleman kepada PT Bumi Alam Permata selaku pihak pengembang Apartemen Uttara. Melalui penelaahannya, warga kontra bersama-sama dengan LBH Yogyakarta, dan tim dari Universitas Islam Indonesia (UII), menemukan kejanggalan atas izin lingkungan yang menjadi landasan beroperasinya apartemen Uttara. Epri Wahyudi, Kepala Divisi Ekosob (Ekonomi Sosial Budaya), LBH Yogyakarta, menuturkan bahwasanya izin lingkungan yang diperoleh oleh apartemen Uttara tidak sesuai dengan luasan bangunannya, izin lingkungan yang seharusnya menggunakan AMDAL hanya dikenakan sebatas UKL-UPL yang prosedur administratifnya jauh lebih mudah. Kedua, adalah adanya perpecahan sikap warga, sebagian warga menolak keras hadirnya apartemen Uttara di lingkungannya, namun sebagian lainnya mendukung keberadaan apartemen Uttara karena dianggap dapat memberikan dampak positif. Hal ini tentu menarik karena kasus perpecahan sikap warga dalam pembangunan hotel maupun apartemen merupakan yang pertama kali terjadi di Yogyakarta. Masing-masing kubu warga juga turut membentuk aliansi untuk menyatakan sikapnya, yakni PWKTAU (Paguyuban Warga Karangwuni Tolak Apartemen Uttara) dan PWKPP (Paguyuban Warga Karangwuni Peduli Perubahan). Pembangunan apartemen yang terus berjalan menyebabkan konflik antara PWKTAU dengan pihak manajemen Uttara semakin memanas. Warga yang tergabung dalam PWKTAU (Paguyuban Warga Karangwuni Tolak Apartemen Uttara) sejak awal tahun 2014 terus menyuarakan penolakannya terhadap pembangunan Apartemen Uttara karena dianggap sangat mengusik dan merugikan warga sekitar. Meskipun demikian, pembangunan Apartemen Uttara The Icon Yogyakarta tetap dilakukan ditengah berbagai kontroversi sosial dan administratif. Pembangunan apartemen Uttara yang penuh dengan kontroversi diyakini tidak lepas dari kepentingan-kepentingan dari para aktor yang terlibat. Ekonomi politik dapat dipahami dengan melihat sejauh mana kesamaan kepentingan antar satu kelompok dengan kelompok lain dan sejauh mana kepentingan yang satu dapat merugikan kepentingan yang lain. Karenannya, penelitian ini berusaha menjawab sejauh apa kepentingan-kepentingan yang terdapat pada aktor yang terlibat langsung dalam pembangunan apartemen Uttara. Kepentingan disini tidak hanya kepentingan antara Pemerintah Daerah Kabupaten Sleman dengan PT Bukit Alam Permata (BAP) selaku pengembang apartemen Uttara, namun juga kepentingan dari warga kontra itu sendiri. Kontroversi utama dalam penelitian ini terletak pada konflik yang terjadi antara PWKTAU dengan PT BAP. PWKTAU sejak awal dengan tegas menolak keberadaan apartemen Uttara apapun alasannya. Mediasi yang dilakukan oleh Pemda Kabupaten Sleman juga tak berjalan dengan baik dan justru PWKTAU menjadi lebih agresif dengan melakukan demo dan melayangkan gugatan kepada PTUN Yogyakarta terkait dengan izin lingkugan yang diperoleh apartemen Uttara.

This study explains the political economy that occurred during the construction of Uttara Apartment The Icon Yogyakarta. There were two main problems over the construction of Uttara Apartment. Firstly, it lay on the environmental permit provided by BLH of Sleman district to PT Bumi Alam Permata, as the developer of Uttara Apartment. Through the review from the counter-citizens together with LBH Yogyakarta, and the team from the Islamic University of Indonesia (UII), there had been found irregularities over the environmental permits underlying the operation of Uttara Apartment. Epri Wahyudi , Head of Ekosob Division ( Economy Social and Culture ), LBH Yogyakarta, said that environmental permit acquired by Uttara Apartment was not in accordance with the size of the building, the environmental permit which should use AMDAL, in fact only applied UKL-UPL whose administrative procedures were much easier. Secondly, there was a disintegration of citizens' attitudes; some of them strongly rejected the presence of Uttara Apartment in the neighborhood, while others supported the existence of Uttara apartments because it was considered to have a positive impact. This was certainly interesting because the case of the disintegration of citizens' attitudes in the construction of hotels and apartments has occurred for the first time in Yogyakarta. Each stronghold of citizens also formed an alliance to express their attitudes, namely PWKTAU (Paguyuban Warga Karangwuni Tolak Apartemen Uttara) and PWKPP (Paguyuban Warga Karangwuni Peduli Perubahan). The ongoing apartment's construction caused the conflict between PWKTAU and Uttara management to be tenser. Citizens belonging to PWKTAU (Karangwuni Citizens Reject Uttara Apartments) since early 2014 continued to voice their rejection of Uttara Apartment's construction because it was considered very disturbing and harming the people around. Nonetheless, the construction of Uttara Apartments the Icon Yogyakarta still remained in the midst of various social and administrative controversies. The construction of Uttara Apartment, which full of controversies, was believed to be inseparable from the interests of the parties involved. Political economy can be understood by looking at the extent to which the similarity of interests between one group to another and the extent to which one interest can harm other interests. Therefore, this research attempted to answer to what extent the interests of the parties involved directly in the construction of Uttara apartments. The interests here were between not only Sleman District Government and PT Bukit Alam Permata (BAP) as the developer of Uttara Apartment, but also the interests of the cons. The main controversy in this research lay in the conflict between PWKTAU and PT BAP. PWKTAU from the outset firmly denied the existence of Uttara Apartment for whatever reason. Mediation conducted by the Regional Government of Sleman Regency also did not go well and PWKTAU was getting more aggressive by doing a demo and filed a lawsuit to the Administrative Court of Yogyakarta in connection with the environmental permit obtained by Uttara Apartment.
