ANALISIS PENGARUH KEBUTUHAN DAN KETERSEDIAAN MATERIAL TERHADAP KINERJA PROYEK KONSTRUKSI (Studi Kasus Kabupaten Buol - Sulawesi Tengah)

Pembangunan infrastruktur sangat erat kaitannya dengan penyediaan bahan/material terutama pada daerah-daerah yang sulit dijangkau. Pasokan bahan/material seringkali terhambat oleh faktor-faktor yang dapat menyebabkan keterlambatan pekerjaan. Tujuan dari penelitian ini adalah untuk menentukan tingkat kebutuhan (supply demand) bahan/material, dan kelangkaan bahan/material serta mendapatkan strategi yang tepat dalam menghadapi kondisi penyediaan material/bahan konstruksi yang terjadi. Dalam penelitian ini digunakan metode questionaire terhadap owner, supplier dan kontraktor. Hasil questionaire berupa identifikasi kebutuhan dan kelangkaan bahan/material yang terjadi kemudian dianalisis menggunakan penilaian berdasarkan skala peringkat serta keterkaitannya dengan faktor-faktor yang menyebabkan keterlambatan pekerjaan konstruksi. Hasil yang diperoleh dari kajian ini berupa kecenderungan secara kuantitatif dari tingkat kebutuhan yang lebih besar dibandingkan dengan ketersediaan jenis bahan/material. Hal ini dapat menyebabkan kelangkaan bahan/material yang dibutuhkan yang berakibat pada keterlambatan pekerjaan pembangunan infrastruktur. Untuk mengatasi keterlambatan beberapa strategi yang dapat diambil, antara lain : pemerintah daerah melakukan distribusi paket pekerjaan, informasi mengenai kebutuhan bahan/material lebih cepat diperoleh supplier, dan menambah kaspasitas tempat penyimpanan bahan/material (gudang/storage).

Infrastructure development is closely related to the provision of raw materials, especially in areas that are difficult to reach. Supply of raw materials is often hampered by factors that may cause work delays. The purpose of this study is to determine the level of demand (supply demand) raw materials, and the scarcity of materials and get the right strategy in facing the conditions of the provision of construction materials that occur. In this research used questionaire method to owner, supplier and contractor. The result of questionaire in the form of identification of need and scarcity of raw material that happened then analyzed by appraisal based on rank scale and its relation with factors causing the delay of construction work. The results obtained from this study are a quantitative tendency of a greater level of need compared to the availability of raw materials types. This can lead to the required raw materials scarcity that results in the delay in infrastructure development work. To overcome the delay of several strategies that can be taken, among others: local government to distribute work packages, information on materials needs more quickly obtained by suppliers, and increase the capacity of storage materials (warehouse / storage).
