ON THE IMPACT OF ASYMMETRIC FISCAL DECENTRALIZATION ON EDUCATION AND HEALTH OUTCOMES: EVIDENCE FROM PAPUA PROVINCE, INDONESIA

Penelitian ini menguji efek kausal dari desentralisasi fiskal asimetris pada sektor pendidikan dan kesehatan di Provinsi Papua sejak 1994 hingga 2013 dengan menggunakan metode kontrol sintetis. Unit kontrol pada penelitian ini dibentuk dari 21 provinsi di Indonesia. Hasil penelitian ini menunjukkan bahwa desentralisasi fiskal asimetris yang ditandai dengan pemberlakuan peraturan No. 21 tahun 2001 tentang Otonomi Khusus Provinsi Papua memiliki efek negatif terhadap hasil pendidikan dan kesehatan di Papua. Kesenjangan hasil antara unit terdampak dan kontrol sintetisnya juga semakin besar tiap tahunnya. Untuk mengatasi sebab kegagalan desentralisasi fiskal asimetris, penting untuk mengembangkan peraturan khusus yang mengatur tentang distribusi fungsi antara pemerintah pusat dan pemerintah daerah terkait penyediaan pendidikan dan kesehatan. Penelitian terkait sebab kegagalan desentralisasi fiskal asimetris dapat menjadi topik yang menarik untuk penelitan di masa mendatang.

This study examines the causal effect of asymmetric fiscal decentralization on education and health in Papua Province from 1994 to 2013 using synthetic control method. The counterfactual series of this study constructed by synthetic control unit deriving from 21 provinces. It is found that asymmetric fiscal decentralization which marked by the enactment of Law No 21 of 2001 on Special Autonomy for the Papua Province has a negative effect on education and health outcome in Papua. The outcome gaps between treatment unit and synthetic control unit also grew over time. To overcome the possible causes of asymmetric fiscal decentralization default, it is important to establish specific regulation governing the function distribution between central and local government related to education and health provisions. A study on the underlying causes of asymmetric fiscal decentralization failure in Papua is a potentially interesting topic for future research.
