PERSEPSI DAN PARTISIPASI MASYARAKAT DALAM KEGIATAN SERTIFIKASI VERIFIKASI LEGALITAS KAYU PADA KELOMPOK TANI HUTAN JASEMA DI DESA TERONG, KECAMATAN DLINGO, KABUPATEN BANTUL

Hutan rakyat di Desa Terong merupakan hutan yang dikelola oleh masyarakat. Pengelolaan hutan rakyat di Desa Terong dinaungi oleh suatu Kelompok Tani Hutan (KTH) JASEMA. KTH JASEMA merupakan salah satu KTH yang telah tersertifikasi SVLK. Tujuan dari penelitian ini adalah untuk mengetahui persepsi dan partisipasi masyarakat Desa Terong dalam kegiatan Sertifikasi Verifikasi Legalitas Kayu (SVLK). Penelitian ini dilakukan di Desa Terong Kecamatan Dlingo Kabupaten Bantul Provinsi D.I Yogyakarta, pada bulan Maret s.d Juni 2018. Dalam penelitian ini digunakan metode survei. Pengambilan data dilakukan dengan cara interview, observasi, dan dokumentasi. Teknik penentuan responden dilakukan dengan metode purposive sampling sehingga didapatkan 30 responden. Analisis data dilakukan secara deskriptif kualitatif dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa persepsi masyarakat Desa Terong dalam kegiatan SVLK yaitu masyarakat menganggap SVLK perlu diterapkan pada hutan rakyat untuk menjamin pengelolaan hutan lestari dan agar hasil hutan kayu meningkat harga jualnya. Partisipasi masyarakat dalam kegiatan SVLK hanya dilakukan secara aktif oleh pengerus KTH, pamong desa, dan ketua RT, sehingga partisipasi masyarakat tergolong sangat kurang. Adapun beberapa bentuk partisipasi masyarakat Desa Terong berupa sosialisasi dan diskusi, sedangkan bagi para anggota yang aktif ikut serta sebagai penerus informasi dari pengurus kepada anggota lainnya yang kurang aktif mengikuti kegiatan SVLK. Selain itu partisipasi seluruh anggota juga berupa dalam bentuk dukungan terhadap penerapan SVLK dengan cara ikut serta dalam pengumpulan dokumen sebagai syarat awal sertifikasi.

Community forest in Terong Village is a community-managed forest. Community forest management in Terong Village is done by a Kelompok Tani Hutan(KTH) JASEMA. KTH JASEMA is one of the KTH that has been certified by SVLK. The purpose of this research in to know the perception and participation of Terong Village community in the activity of Certification of Timber Legality Verification or Sertifikasi Verifikasi Legalitas Kayu SVLK, in Indonesian. This research was conducted in Terong Village, Dlingo District, Bantul Regency, Yogyakarta, from March to June 2018. This research used survey method. Data collection was done through interviews, observations, and documentations. The technique of determining the respondents was done by purposive sampling method to get 30 respondents. Data analysis was done by descriptive qualitative through data reduction, data presentation, and inference. The result of the research shows that the perception of Terong Village community in SVLK activity is that the society consider SVLK need to be applied to the community forest to guarantee sustainable forest management and to boost the selling price of wood forest products. Community participation in SVLK activities is only actively carried out by KTH committee, village officials, and Head of RT, and the community participation is still low. As for some forms of participation done by Terong Village community are socialization and discussion, while the active members will deliver information to the less active members to join SVLK activities. In addition, the participation of all members is also done through the form of support to the implementation of SVLK by participating in the collection of documents as a prerequisite for certification.
