Kebijakan mengenai toko modern di Kabupaten Bantul sudah ada sejak tahun 2009. Peraturan mengenai toko modern ini beberapa kali mengalami revisi dan pada tahun 2010 dijadikan Peraturan Daerah Nomor 16 Tahun 2010 Tentang Pengelolaan Pasar bersama dengan kebijakan pasar. Pada tahun 2013 muncul Peraturan Bupati Nomor 35 Tahun 2013 tentang Penyelenggaraan Izin Usaha Toko Modern, yang merupakan turunan dari Peraturan Daerah tersebut sekaligus kebijakan terbaru mengenai toko modern di Kabupaten Bantul. Seiring berkembangnya peraturan tersebut beberapa kasus pelanggaran toko modern bermunculan. Hasil penelitian menunjukkan bahwa implementasi Peraturan Bupati Nomor 35 Tahun 2013 tentang Penyelenggaraan Izin Usaha Toko Modern cukup baik dengan adanya penurunan tingkat pertumbuhan toko modern yang pada 2013 mencapai 23%, menurun sampai 9% di tahun 2015. Akan tetapi ada beberapa hal yang perlu dijadikan pertimbangan agar implementasi semakin maksimal. Pertama, bebarapa bagian pada Perbup masih belum jelas. Kedua, survei yang dilakukan oleh Dinas Perijinan, Disperindagkop dan Satpol PP belum maksimal menjaring toko modern yang melakukan pelanggaran. Ketiga, kesadaran toko modern untuk memiliki IUTM belum maksimal. Masih ada toko yang sama sekali belum memiliki izin. Berdasarkan hasil penelitian tersebut saran yang direkomendasikan adalah melakukan revisi Peraturan Bupati Nomor 35 Tahun 2013 Tentang Izin Usaha Toko Modern, pembuatan peta lokasi yang dapat didirikan toko modern, dan survei secara menyeluruh oleh Dinas Perijinan, Disperindagkop dan Satpol PP untuk menjaring toko modern yang melakukan pelanggaran.

The policy of modern stores in Bantul has existed since 2009. The regulations of this modern stores have been revised several times and in 2010 it was made as Local Regulation Number 16 of 2010 about Market Management together with market policies. In 2013, comes Regent Regulation Number 35 of 2013 about the Implementation of Modern Store Business License, which is a derivative of the Local Regulation and also as the latest policy of modern stores in Bantul. Along with the development of the regulation, several cases of violations of modern stores are emerging. The results of research showed that the implementation of Regent Regulation Number 35 of 2013 about the Implementation of Modern Store Business License is quite good with the decrease in the growth rate of modern stores which in 2013 reached 23%, and decreased to 9% in 2015. However, there are some things that need to be considered in order to maximize the implementation. First, some parts of the Regent Regulation Number 35 of 2013 about the Implementation of Modern Store Business License are still unclear. Secondly, the survey conducted by Dinas Perizinan, Disperindagkop and Satpol PP has not been able to capture the modern store that infringe. Third, the awareness of modern stores to have IUTM has not been fully achieved. There are still stores that do not have license yet. Based on the results of the research, some recommendations that can be given are to revise the Regent Regulation Number 35 of 2013 about Modern Store Business License, create a map of the locations where a modern store can be established, and a comprehensive survey by Dinas Perizinan, Disperindagkop and Satpol PP to capture a modern store that infringe.
