PENGGUSURAN OTONOMI NEGARA BERKEDOK REFORMASI: TELAAH IDEOLOGIS KEBIJAKAN DEVISA DAN NILAI TUKAR

ABSTRAK Penelitian ini mengkaji problematika yang tersembunyi di balik fenomena penggusuran otonomi negara pada masa reformasi. Penggusuran ini terlihat dalam miskalkulasi kebijakan pada rezim devisa bebas. Miskalkulasi ini disebabkan oleh adanya kealpaan negara dalam merefleksikan ideologi pasar bebas, sehingga bisa menyusup mulai dari lapisan sistem, kelembagaan hingga teknis, tanpa bisa disiasati secara optimal. Hal tersebut melanggengkan distorsi ekonomi, sehingga menghambat proses recovery economy pasca krisis. Untuk menjelaskan bagaimana miskalkulasi kebijakan dan kealpaan berideologi terjadi, akan dipakai teori otonomi relative negara untuk mengkerangkai hubungan di antara keduanya. Teori ini menjelaskan bahwa untuk mempertahankan otonominya, negara harus lihai dalam berideologi. Negara tidak boleh begitu saja hanyut dalam ideologi salah satu pihak. Hal ini penting agar negara mampu mensiasati ideologi apapun yang sedang mendominasi penetapan dan pelaksanaan suatu kebijakan. Sementara itu, penelitian ini menggunakan metode kualitatif yang mengutamakan analisis data secara kritis. Pilihan metode ini memungkinkan peneliti mendalami data-data terkait devisa dan nilai tukar. Hasil penelitian menunjukkan bahwa negara mengalami gagap ideologi. Negara tidak mampu mengiringi bekerjanya ideologi pasar bebas dalam kebijakan dengan persiapan yang memadai. Pengaruh kebijakan terhadap keberadaan sektor riil yang rapuh, adanya kelas kapitalis semu, serta lemahnya kelembagaan BI kurang diperhatikan dengan seksama. Dampaknya, ideologi pasar bebas yang telah membakukan kinerja kebijakan tak bisa disiasati dengan baik, sehingga melahirkan miskalkulasi. Pada akhirnya, semua itu harus dibayar negara dengan melucuti otonominya sendiri.

ABSTRACT This study examines the problems mentioned behind the phenomenon of the eviction of state autonomy during the reformation period. This evictions are seen in the miscalculation of policies on free foreign exchange regimes. This miscalculation is caused by the negligence of the state in reflecting the free market ideology, so that it can be cured from the layers of the system, institutional to technical, without being able to disiasati optimally. It perpetuates economic distortions, economic recovery of the post-crisis process. To explain how miscalculation of policies and omissions, the relative autonomy theory of the state will be used to link the relationship between the two. This theory explains that in order to maintain its autonomy, the state must be astute in its ideology. The state can not simply drift in the ideology of one party. It is important that the state is able to anticipate what ideology is being named. Meanwhile, this research uses qualitative methods that prioritize critical data analysis. This test method allows researchers to study data related to foreign exchange and exchange rate. The results show that the country over the ideological stutter. The state is not able to accompany the free-market ideology in policy with adequate preparation. The provisions that apply to the really fragile, including the pseudo-capitalist class, and also the weakness of BI institutions are less well informed. Impact, free market ideology that has standardized performance can not be disiasati well, fate gave birth to miscalculation. In the end, all that must be paid by the state by disarming its own autonomy.
