PELAKSANAAN PEMERINTAHAN KOLABORATIF DALAM PENGELOLAAN KAWASAN WISATA GOA PINDUL

Penelitian ini membahas pelaksanaan pemerintahan kolaboratif dalam pengelolaan Kawasan Wisata Goa Pindul. Penelitian ini dikembangkan untuk mengetahui bagaimana pelaksanaan pemerintahan kolaboratif dalam pengelolaan Kawasan Wisata Goa Pindul, dan faktor-faktor apa yang menentukan pelaksanaan pemerintahan kolaboratif dalam pengelolaan Kawasan Wisata Goa Pindul. Penelitian ini menggunakan jenis penelitian kualitatif. Informan dalam penelitian ini terdiri dari Dinas Kebudayaan dan Pariwisata Gunungkidul, Pemerintah Desa Bejiharjo, Bumdes Maju Mandiri Bejiharjo, Pokdarwis Kawasan Wisata Goa Pindul, dan masyarakat Bejiharjo. Temuan dari penelitian ini menunjukkan bahwa pemerintahan kolaboratif dalam pengelolaan Kawasan Wisata Goa Pindul belum berjalan dengan baik. Hal ini dikarenakan masih lemahnya peran masyarakat dibandingkan pemerintah dan pokdarwis. Namun kolaborasi ini sudah mulai memperlihatkan nilai keadilan dalam persaingan dengan dilandasi peraturan-peraturan yang sah. Sedangkan faktor-faktor yang menentukan kolaborasi dilihat dari motivasi bersama dan kapasitas aksi bersama belum mendukung pelaksanaan pemerintahan kolaboratif.

This study discussed about the implementation of collaborative governance in Goa Pindul Tourism management. This research was developed to find out how the implementation of collaborative governance in Goa Pindul Tourism management, and what factors determined the implementation of collaborative governance in Goa Pindul Tourism management. This research used qualitative research. The informants of this study consisted of Department of Culture and Tourism Gunungkidul, Village Government of Bejiharjo, Bumdes Maju Mandiri Bejiharjo, Pokdarwis Goa Pindul Tourism Area, and society of Bejiharjo. The findings of this study indicated that the collaborative government in Goa Pindul Tourism management had not been going well. This was because the role of the society was still weak compared to the government and pokdarwis. However, this collaboration had begun to show the value of fairness in competition with legitimate rules. Whereas, the factors that determined the collaboration which were seen from mutual motivation and joint action capacity, had not supported the implementation of collaborative governance.
