EVALUASI SISTEM INFORMASI MANAJEMEN PUSKESMAS (SIMPUS) PADA BAGIAN PENDAFTARAN PASIEN PUSKESMAS SRAGEN

INTISARI Latar Belakang : Puskesmas Sragen mulai menerapkan SIMPUS pada 1 Juli 2015. Namun dalam penggunaannya belum optimal. Diperoleh informasi bahwa petugas mengeluhkan SIMPUS yang digunakan error dan belum pernah diadakan pelatihan penggunaan SIMPUS. Permasalahan tersebut dapat menghambat pelayanan di Puskesmas Sragen, sehingga peneliti melakukan evaluasi SIMPUS melalui karakteristik tugas, karakteristik teknologi, dan prekursor utilisasi. Tujuan : Mengevaluasi SIMPUS dengan menggunakan model Combining Utilization and Fit Focus di bagian pendaftaran Puskesmas Sragen. Metode Penelitian : Jenis penelitian yaitu kualitatif dengan pendekatan studi kasus. Subjek dalam penelitian ini adalah 5 pengguna SIMPUS di bagian pendaftaran Puskesmas Sragen. Objek dalam penelitian ini adalah aplikasi SIMPUS. Pengumpulan data dilakukan dengan wawancara responden dan observasi di Puskesmas Sragen. Hasil : Dari karakteristik tugas, petugas merasa SIMPUS mudah untuk digunakan dan berperan dalam pelayanan serta dapat menghasilkan data tepat waktu. Dari karakteristik teknologi, seluruh petugas pendaftaran dapat mengakses SIMPUS dan mencari data pasien dengan mudah, namun SIMPUS belum berintegrasi dengan P-Care dan kualitas data yang dihasilkan SIMPUS belum lengkap dan benar serta mengalami error karena kelebihan kapasitas data. Dari prekursor utilisasi, petugas merasa sukarela dan mudah menggunakan SIMPUS karena terbiasa dan penggunaannya dapat berguna untuk pekerjaan yang akan datang seperti di rumah sakit. Namun belum pernah ada pelatihan dan prosedur tetap mengenai penggunaan SIMPUS serta kurangnya dukungan dari kepala puskesmas. Kesimpulan : Penerapan SIMPUS pada karakteristik tugas dan teknologi sudah cukup baik, namun SIMPUS mengalami error karena kelebihan kapasitas data. ABSTRACT Background : Puskesmas Sragen has implemented SIMPUS since July 1, 2015. However SIMPUS does not work optimally. Obtained information that the officer complained about error SIMPUS and has never held training on SIMPUS usage. These problems can delay service at the Puskesmas Sragen, however researchers conducted a SIMPUS evaluation through aspects of task characteristics, technology and precursors of utilization. Objective : Evaluating SIMPUS using Combining Utilization and Fit Focus model at the administration unit of Puskesmas Sragen. Methods : This study is qualitative study with case study approach. Subjects of this study were 5 SIMPUS users in administration unit Puskesmas Sragen. The object of this study is SIMPUS application. Data was collected through interviews with informants and observation at Puskesmas Sragen. Result : From the task characteristic, the officer feels SIMPUS is easy to use and role in service and can produce data in a timely manner. From the technology characteristics, all registration officers can access SIMPUS and search for patient data easily, but SIMPUS has not integrated with P-Care and the quality of data produced SIMPUS is not complete and correct and SIMPUS has error due to data over capacity. From precursors of utilization, officers feel voluntary and easy to use SIMPUS because they are accustomed and SIMPUS usage can be useful for future jobs when placed in other parts such as hospitals. However, there has never been any training and procedures regarding to use SIMPUS and lack of support from the leader of primary health center. Conclusion : The task and technology characteristic is well implemented. However, SIMPUS has an error due to data overcapacity.
