PEMBUATAN PETA HASIL PEMILU PADA PEMILU TAHUN 2004, 2009, DAN 2014 DI KABUPATEN KULON PROGO

Proses penyajian data hasil pemilihan umum (pemilu) selama ini masih belum memanfaatkan teknologi Informasi Geospasial (IG) secara maksimal. Apabila partai politik, pemerintah, ataupun pihak lain yang ingin mengetahui hasil pemilu atas suatu partai itu sendiri akan menghadapi kendala waktu dan efektifitas. Salah satu perwujudan proses penyajian data hasil pemilu yang memanfaatkan teknologi IG dapat diaplikasikan dalam pembuatan peta hasil pemilu pada tahun 2004, 2009, dan 2014 khususnya di Kabupaten Kulon Progo dengan batas administrasi desa dan kecamatan. Data yang digunakan berupa data spasial dan data atribut yang bersumber dari beberapa instansi. Data spasial berupa peta batas administasi desa dan kecamatan di Kabupaten Kulon progo diperoleh dari website Geportal Provinsi D.I. Yogyakarta. Data atribut berupa data hasil pemilu tahun 2004, 2009, dan 2014 serta jumlah Daftar Pemilih Tetap (DPT) pada setiap desa dan kecamatan di Kabupaten Kulon Progo diperoleh dari Komisi Pemilihan Umum (KPU) Daerah Kabupaten Kulon Progo. Kemudian untuk menampilkan kedua informasi tersebut maka digunakan perangkat lunak Sistem Informasi Geospasial (SIG) berupa ArcMap, dan memvisualisasikan hasil berupa peta sesuai dengan kaidah kartografi. Kegiatan aplikatif ini menghasilkan 15 peta yang memvisualisasikan hasil pemilu pada tahun 2004, 2009, dan 2014 terdiri dari tingkat pemilihan atas suatu partai politik dalam pemilu DPRD Kabupaten, DPRD Provinsi, dan DPR Pusat (DPR RI) dengan batas administrasi desa dan kecamatan. Kemudian tiga peta yang memvisualisasikan pola perubahan tingkat pemilihan atas suatu partai politik pada ketiga periode pemilu yaitu tahun 2004, 2009, dan 2014.

The process of presenting the data of election results (election) so far still not utilize Geospatial Information Technology (IG) maximally. If a political party, government, or other party wishing to know the election results of a party itself will face time and effectiveness constraints. One of the presentation process of election result data that utilizes IG technology can be applied in making a map of the election result in the 2004, 2009 and 2014 election, especially in Kabupaten Kulon Progo with administrative borders of desa and kecamatan. The data used in the form are spatial data and attribute data sourced from several institutions. Spatial data consist of map of administrative boundary of desa and kecamatan in Kabupaten Kulon Progo is obtained from website of Geoportal D.I. Yogyakarta Province. Attribute data are data of election result in 2004, 2009, and 2014 and the number of Daftar Pemilih Tetap (DPT) in every desa and kecamatan in Kabupaten Kulon Progo are obtained from Komisi Pemilihan Umum (KPU) of Kabupaten Kulon Progo. To display the information then used Geospatial Information System (GIS) software which was ArcMap, and visualize the results maps according to cartographic rules. This applicative research produced 15 maps that visualized the election results in 2004, 2009, and 2014 consisting of the electoral level of a political party in the election of DPRD Kabupaten, DPRD Provinsi, and DPR Pusat (DPR RI) with administrative boundary of desa and kecamatan. Then three maps that visualize the pattern of election level changes to a political party in the three election periods of 2004, 2009, and 2014.
