The aim of this research is to interpret the reason behind the limited success of social movement against state of emergency policy in France through the perspective of limited support it obtained throughout its fight. The dilemmatic milieu regarding this matter lies upon the long constructed state-narrated Islamophobia in France and the diversion of deserving and undeserving citizen identity in France. Hereupon, the study analyses the aforesaid issues through the point of view of history and discourse narrated by the elites that leads to the discovery that Islamophobia in France is a result of its laicite identity and the secularization process it brings along. Upon completion of the research, the author found that laicite contribute to higher degree in determining the social status of a certain community, those in favour described as deserving citizen and those against labelled as undeserving citizen. It is seen that the contrasting identity of French incommode the movement to collect support thus generate the discontent result it perceived.
