Bidang industri menjadi sumber penghasilan utama bagi masyarakat Tegal. Masyarakat Tegal belum melihat itu sebagai potensi, sebagai otentisitas dari jati diri kota. Selain itu, kesadaran terhadap pentingnya pengelolaan cagar budaya sebagai potensi pusaka kabupaten Tegal masih minim. Fokus pembangunan di kabupaten maupun kota Tegal mengutamakan pada penambahan obyek wisata dan pembangkitan kembali citra kota industri Tegal. Ketiga hal tersebut menjadi latar belakang perlunya Museum 'Indoestri Tegal Tempo Doeloe' sebagai pusat komunitas masyarakat sekitar serta pusat edukasi dan promosi potensi industri Tegal, baik hasil industrinya maupun lokasi sentra industrinya. Metode Olah Desain Arsitektur Pusaka diterapkan dalam perencanaan dan perancangan Museum 'Indoestri Tegal Tempo Doeloe' sebagai salah satu upaya dan percontohan pelestarian arsitektur pusaka Tegal.

Industrial fields become the main source of income for the people of Tegal. The Tegal community has not seen it as potential, as the authenticity of the city's identity. In addition, awareness of the importance of cultural heritage management as potential of Tegal district treasury is still minimal. The focus of development in the district and city of Tegal prioritize the addition of tourism objects and reviving the industrial sector of Tegal. These three things bcome the background of the need for Museum 'Indoestri Tegal Tempo Doeloe' as the center of the communities around the location as well as the educational and promotional center of Tegal's industry potential, which is both the industrial products and the location of the industrial centers. Infill Design for Architectural Heritage method is applied in the planning and design of Museum 'Indoestri Tegal Tempo Doeloe' as one of effort and model of preservation of Tegal architecture heritage.
