Tugas akhir ini membahas mengenai peran programmer dalam pelaksanaan Sistem Informasi Persuratan Dinas (SIPD) di Direktorat Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral Republik Indonesia. Tugas Akhir ini bertujuan untuk mengetahui dan membahas seberapa penting arsiparis melakukan kerjasama dengan programmer dalam pengembangan sistem informasi di bidang kearsipan. Pengumpulan data dilakukan dalam empat metode yaitu observasi partisipatif, wawancara, studi pustaka, dan kuesioner. Observasi partisipatif dilakukan dengan cara melakukan praktik kerja lapangan selama dua bulan di Direktorat Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral Republik Indonesia. Wawancara dilakukan kepada programmer, programmer assistant, arsiparis, dan petugas arsip bidang kearsipan untuk menambah informasi tentang kesesuaian yang terjadi di lapangan. Studi pustaka dilakukan untuk mengumpulkan data secara teoritis demi memperkuat paparan Tugas Akhir. Kuesioner dilakukan untuk mengetahui signifikansi keberadaan SIPD menurut para user yang menggunakan. Dapat disimpulkan bahwa programmer mampu meningkatkan pemanfaatan teknologi sistem kearsipan dan kemudahan akses melalui penggunaan dan penyelenggaraan SIPD, dengan SIPD memungkinkan dilakukannya pemangkasan birokrasi untuk mewujudkan paperless office. Kendala yang dihadapi programmer dalam penerapan SIPD adalah tidak adanya kebijakan tertulis atau payung hukum sebagai perlindungan atas hak cipta, kurangnya tingkat keamanan pada SIPD, dan minimnya anggaran. Berbagai solusi seperti didaftarkannya SIPD sebagai copyright dan evaluasi sosialisasi terhadap user mengenai pengembangan programmer dapat diterapkan untuk mengatasi kendala dalam pelaksanaan SIPD.

This Final Report discusses the role of programmer in supporting work of Correspondence Information System at the Directorate General of Oil and Gas of the Ministry of Energy and Mineral Resources of Republic of Indonesia. This Final Report aims to find out the significance of collaboration between archivist and programmer in the development of information system in the more of archiving. The method of collecting data are observation, interview, literature study, and questionnaire. The participant observation is conducted by doing a field work practice for two months at the Directorate General of Oil and Gas of the Ministry of Energy and Mineral Resources Republic of Indonesia. Interview is conducted to clarify information by asking questions to programmer, programmer assistant, and archivist who conduct the archival work in accordance with reality that happened in field. Literature reviews is conducted to collect data theoretically in order to strengthen the theoretical foundation of Final Report. The questionnaire is done to determine the existence of Correspondence Information System according to the users who use. The programmer can improve the utilization of archival system technology and provide easier access through the use of Correspondence Information System implementation. The existence of Correspondence Information System can help to cut the bureaucratic process in order to realize the paperless office concept. The challenge faced by the programmer in the application of Correspondence Information System are the absence of a written policy or legal as the protection of the system copyright, lack of security features in the information system and the budget constraints. Various applicative solutions can be applied to solve the obstacles, so the programmer can continue to support & improve the Correspondence Information System concept.
