EVALUASI UPAYA RESOLUSI KONFLIK PEMBANGUNAN NEW YOGYAKARTA INTERNATIONAL AIRPORT

Salah satu penyebab terjadinya konflik ialah kebutuhan manusia. Kebutuhan manusia mencakup banyak hal termasuk pembangunan. Teori pembangunan adalah pendekatan holistik terhadap kondisi manusia dan pendekatan dinamis sebagaimana arti dari kata itu sendiri. Akan tetapi pada kenyataannya menjadi sangat berbeda. Hanya aspek-aspek tertentu saja yang menjadi fokus perhatian pembangunan seperti aspek ekonomi. Jika pendekatan ini terus dilakukan tentu dapat menciptakan sebuah konflik. Konflik yang terjadi antara warga Kulon Progo dengan Pemerintah Daerah merupakan hasil dari konsep berfikir tentang pembangunan yang tidak menyeluruh. Sejak munculnya isu pembangunan bandara baru yang terjadi pada tahun 2011 hingga kini selalu mengalami penolakan dalam berbagai macam bentuk kegiatan. Mulai dari demonstrasi hingga adu fisik antara warga yang terdampak dengan aparat keamanan. Penyebab terjadinya konflik pembangunan New Yogyakarta International Airport adalah benturan kebutuhan manusia antara warga yang terdampak pembangunan dengan PT. Angkasa Pura I dan Pemerintah selaku pemegang kekuasaan. Beberapa upaya resolusi konflik telah dilakukan oleh PT. Angkasa Pura I maupun dari pihak Pemerintah. Upaya resolusi konflik tersebut meliputi Litigasi, Pendekatan-pendekatan yang bersifat formal maupun non-formal hingga tahap Negosiasi, akan tetapi penolakan tetap ada. Tujuan dari penelitian ini adalah menganalisis penyebab terjadinya konflik pembangunan New Yogyakarta International Airport dan Upaya Resolusi Konflik yang sudah diterapkan serta alasan kurang optimalnya resolusi-resolusi konflik tersebut. Adapun metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik analisis yakni analisis deskriptif. Rumusaan masalah yang diangkat antara lain mengetahui penyebab terjadinya konflik pembangunan New Yogyakarta International Airport serta upaya resolusi konflik yang sudah diterapkan saat ini dan apa yang menjadi latar belakang upaya resolusi konflik tersebut masih dianggap kurang optimal.

One of many reasons for conflict to happen is human needs. It consists of many things including development. The theory of development is a holistic approach towards the human condition and dynamic approach as the meaning of the word itself. But it is in fact quite different. Only certain aspects that became the focus of attention of development such as the economic aspects. If this approach continued to do certainly it can create a conflict. A conflict between residents of Kulon Progo with the local government is the result of the concept of thinking about the development that is not comprehensive. Since the emergence of the new airport development issues that happen in 2011 up to now always get rejection in the various forms of activities. Begin with demonstration escalates to physical fight between the citizens - who are affected by - with the security apparatus. The cause of the occurrence conflict on the development of the New Yogyakarta International Airport is the collision between the human needs namely between the affected residents with PT Angkasa Pura I and the Government as a holder of power. Several attempts of conflict resolution has been made by PT Angkasa Pura I and from the government. The conflict resolution efforts include litigation, approaches which are formal and informal up to the stage of negotiation, but denial persists. The purpose of this research is to analyze the cause of the occurrence conflict of the development of New Yogyakarta International Airport and efforts of conflict resolution have been applied to as well as the reasons of the conflict resolution approaches don�t work optimally. The method used in this research is qualitative by using descriptive analysis technique. The research problem is focus on knowing the cause of the occurrence conflict of the development of new Yogyakarta International Airport as well as the efforts of conflict resolution already applied until today. Next, what is the background of the resolution effort not working optimally.
