EVALUASI SISTEM PENGUKURAN KINERJA INSTANSI PUBLIK STUDI PADA BADAN NARKOTIKA NASIONAL PROVINSI DAERAH ISTIMEWA YOGYAKARTA

Penelitian ini bertujuan untuk mengevaluasi indikator kinerja Badan Narkotika Nasional Daerah Istimewa Yogyakarta (BNNP DIY) dengan menggunakan alat analisis cetak biru kinerja (performance blueprint) serta mengidentifikasi faktor-faktor yang berperan dalam proses penyusunan indikator kinerja BNNP DIY. Guna mencapai tujuan penelitian, peneliti mendesain penelitian dengan menggunakan pendekatan deskriptif kualitatif. Alat analisis yang digunakan adalah model cetak biru kinerja (performance blueprint) yang merupakan model logika (logic model) diperluas dengan menggunakan pendekatan alat analisis empat kuadran Friedman serta teknik analisis Hennink dan Hutter yang terdiri atas tahap pengembangan koda, deskripsi mendalam, perbandingan, kategorisasi, dan konseptualisasi. Hasil evaluasi cetak biru kinerja menunjukkan bahwa indikator kinerja yang disusun oleh BNNP DIY memiliki kesesuaian logis serta munculan yang berbasis pada pelayanan (service delivery). Hasil kategorisasi koda menunjukkan bahwa terdapat beberapa faktor yang berperan dalam penyusunan indikator kinerja BNNP DIY, yaitu dukungan, pemahaman, persepsi, proses, kendala serta pengawasan. Selain itu, peneliti juga menemukan gejala isomorfisma yaitu koersif dan isomorfisma normatif di dalam sistem pengukuran kinerja BNNP DIY.

This research is aimed to evaluate performance indicators of Badan Narkotika Nasional Provinsi Daerah Istimewa Yogyakarta (BNNP DIY) by using performance blueprintas analytical tools. Beside that, this research also aimed to identify all factors that contribute in the formulating processes of performance indicators of BNNP DIY. To achieve the research objectives, this research was designed by using descriptive-qualitative approach. The analytical tool is performance blueprint which is a logic model that is expanded by using Friedman�s four quadran and Hennink and Hutter�s analytical technique which consist of development code, thick description, comparation, categorization and conceptualization. The performance blueprint results showed that performance indicator which designed by BNNP DIY are logical and have service delivery outcomes. The results code categorization showed that BNNP DIY have several factors that contribute in the formulating processes of performance indicators. Those factors are support, understanding, perception, process, constraint, and monitoring. Other than that, researcher also found coersive isomorphism and normative isomorphism in performance measurement system of BNNP DIY.
