KONFLIK RELOKASI PENGUNGSI : STUDI TENTANG KONFLIK PASCA KEBIJAKAN RELOKASIMANDIRI KORBAN ERUPSI GUNUNG SINABUNG KABUPATEN KARO

Peristiwa meletusnya gunung Sinabung di Kabupaten Karo, Sumatera Utara, Indonesia pada tahun 2010 masih menyisakan permasalahan, salah satunya adalah permasalahan penanganan pengungsi. Permasalahan yang terjadi terkait penanganan pengungsi adalah relokasi pengungsi ketempat yang layak huni. Penanganan relokasi pengungsi seringkali menimbulkan konflik. Seperti yang terjadi dalam proses relokasi pengungsi Sinabung yang mendapat penolakan dari masyarakat desa Lingga yang wilayahnya direncanakan dijadikan lokasi relokasi. Lantas mengapa terjadi konflik dalam proses relokasi pengungsi Sinabung? Adapun refleksi teoritik yang didapat dari hasil penelitian, prilaku yang muncul adalah manisfestasi dari persepsi sudah dibangun oleh warga desa Lingga. Perilaku yang dimunculkan oleh warga desa Lingga tentunya berangkat dari adanya persepsi yang dipegang oleh warga desa Lingga terhadap penunjukan desa mereka menjadi tempat untuk relokasi pengungsi dan rasa khawatir akan terjadinya perebutan sumber mata pencaharian dengan pengungsi dimana proses relokasi pengungsi dianggap hanya menguntungkan pengungsi. Situasi yang terjadi di desa Lingga, yang pada akhirnya berakibat kerusuhan, pengrusakan dan adanya korban jiwa. Hal ini terjadi karena sikap negatif dan pada akhirnya memunculkan prilaku yang represif.

The eruption of Sinabung mountain in Karo Regency, North Sumatera, Indonesia in 2010 still leaves some problem, one of which is the problem of evacuee handling. The problem that occurs related to the handling of evacuees is relocation of evacuees to a habitable place. The handling of displaced relocations is often conflicting. As happened in the process of relocating pengungsi Sinabung who get rejection from Lingga village community whose area is planned to be the location of relocation. So why the conflict occurs in the process of relocating pengungsi Sinabung? The theoretical reflection derived from the results of research, the behavior that emerges is the manifestation of perceptions already built by the villagers Lingga. The behavior raised by the villagers of Lingga must have departed from the perception held by the villagers of Lingga towards the appointment of their village as a place for relocation of evacuees and the fear of the seizure of livelihoods with pengungsiSinabung, where pengungsi relocation process is considered to only benefit pengungsi. The situation that occurred in the village of Lingga, which in the end resulted in riots, destruction and the loss of life. This happens because of negative attitudes and ultimately leads to repressive behavior.
