KETERLIBATAN DAN PARTISIPASI EKSEKUTIF DALAM MANAJEMEN SISTEM TEKNOLOGI INFORMASI: STUDI PADA BADAN USAHA MILIK NEGARA JASA PEMBIAYAAN

Kesuksesan dunia bisnis sekarang ini, membutuhkan keputusan yang cepat dan akurat agar dapat memenangkan persaingan. Untuk mendapatkan keputusan yang tepat dan cepat di butuhkan alat bantu penunjang, Sistem Informasi adalah salah satunya. Banyak ahli sistem informasi manajemen menekankan perlunya dukungan eksekutif dalam pemanfaatan secara penuh teknologi informasi. Keterkaitan itu pula penelitian ini bertujuan untuk memberikan bukti empiris mengenai pengaruh partisipasi, keterlibatan, dan latar belakang eksekutif, serta kondisi organisasional perusahaan terhadap penggunaan teknologi informasi dalam perusahaan, dengan mengembangkan penelitian yang telah dilakukan oleh Jarvenpaa dan Ives (1991) dengan memfokuskan diri pada Badan Usaha Milik Negara (BUMN) dengan lebih spesifikasi pada industri jasa pembiayaan. Dalam penelitian ini dikemukakan model-model pada dukungan eksekutif. Istilah partisipasi dan keterlibatan yang dipakai dalam penelitian ini mengacu pada istilah yang digunakan oleh Barki dan Hartwick (1989). Keterlibatan dapat didefinisikan sebagai pernyataan yang bersifat psychologis subyektif, sedangkan partisipasi dapat digambarkan sebagai perilaku dan aktivitas baik energi maupun waktu yang digunakan. Populasi yang diteliti adalah badan usaha milik Negara (BUMN) yang mempunyai spesifikasi industri jasa keuangan pada jasa pembiayaan. Direksi, komisaris dan kepala divisi Teknologi Informasi (Tl) pada enam BUMN. disurvei menggunakan kuesioner, hipotesis diuji menggunakan analisa regresi. Hasil penelitian menunjukkan bahwa partisipasi aktif dari Direksi dalam manajemen teknologi informasi berhubungan dengan penggunaan teknologi informasi dalam perusahaan. Berkembangnya penggunaan teknologi informasi dalam suatu perusahaan juga dipengaruhi oleh lamanya Direksi berada dalam perusahaan tersebut. Hasil penelitian juga menunjukkan bahwa keterlibatan Direksi dalam teknologi informasi (secara psikologis) secara signifikan dipengaruhi oleh partisipasi eksekutif, latar belakang fungsional, dan lamanya CEO dalam posisinya, tetapi keterlibatan eksekutif itu sendiri tidak mempunyai pengaruh yang signifikan pada majunya penggunaan teknologi dalam perusahaan.

The success of the business world today, requires a quick and accurate decision in order to win the competition. To get the right decision and quickly in need of supporting tools, Information System is one of them. Many management information system experts emphasize the need for executive support in the full utilization of information technology. It also aims to provide empirical evidence of the influence of participation, involvement, and executive background, as well as the organizational conditions of the company on the use of information technology in the company, by developing research that has been done by Jarvenpaa and Ives (1991) in focusing on the Agency State Owned Enterprises (SOEs) / Badan Usaha Milik Negara (BUMN) with more specifications on the financing services industry. In this study put forward models on executive support. The terms of participation and involvement used in this study refer to the terms used by Barki and Hartwick (1989). Engagement can be defined as subjective psychological statements, whereas participation can be described as both energy and time behavior and activity. The population under study is Agency State Owned Enterprises (SOEs) / Badan Usaha Milik Negara (BUMN) that have specifications of the financial services industry in financing services. Board of Directors, commissioners and head of IT division at 6 SOEs / BUMN surveyed using questionnaires, and hypotheses tested using regression analysis. The results show that the active participation of the Directors in information technology management is related to the use of information technology within the company. The growing use of information technology within a company is also influenced by the length of the Board of Directors within the company. The results also show that the Directors' involvement in information technology (psychologically) is significantly influenced by executive participation, functional background, and length of the CEO in its position, but the executive's own involvement has no significant effect on the advancement of technology in the company.
