Analisis Pemangku Kepentingan dalam Perumusan Regulasi Pemberlakuan SNI Secara Wajib pada Produk Elektronika (Studi Kasus : Regulasi SNI Wajib Produk Elektronika oleh Kementerian Perindustrian)

Regulasi pemberlakuan SNI secara wajib pada produk elektronika yang diterbitkan oleh Kementerian Perindustrian adalah kebijakan publik yang bertujuan untuk memberikan jaminan keselamatan bagi konsumen dalam negeri dan untuk meningkatkan daya saing industri dalam negeri. Dalam implementasinya, terdapat beberapa regulasi yang mengalami pemasalahan sehingga harus direvisi untuk menyesuaikan dengan kepentingan dari para Pemangku kepentingan yang terlibat. Sedangkan pada regulasi pemberlakuan SNI secara wajib pada produk elektronika yang terakhir diterbitkan, permasalahan tersebut tidak terjadi dan regulasi dapat terimplementasi secara baik. Dengan memanfaatkan kondisi tersebut sebagai best practice, maka diperlukan suatu penelitian menggunakan metode analisis pemangku kepentingan terhadap pemangku kepentingan yang terlibat dalam proses perumusan regulasi tersebut. Penelitian ini bertujuan untuk mendapatkan pemetaan peran dan dukungan dari pemangku kepentingan yang terlibat dalam proses perumusan regulasi pemberlakuan SNI secara wajib pada produk elektronika. Dalam penelitian teridentifikasi dua belas pemangku kepentingan yang terlibat dalam perumusan regulasi. Dari analisis terhadap peran dari ke dua belas pemangku kepentingan menghasilkan penggolongan pemangku kepentingan menjadi lima pemangku kepentingan kunci, tiga pemangku kepentingan utama dan empat pemangku kepentingan pendukung. Sedangkan analisis terhadap kepentingan dan pengaruh dari ke dua belas pemangku kepentingan menghasilkan pemetaan pemangku kepentingan menjadi dua key players, tiga context setter, tiga subject dan empat crowd. Penggolongan dan pemetaan dari pemangku kepentingan memberikan informasi yang akurat tentang prioritas kepentingan yang akan dipertimbangkan untuk diakomodir dalam proses perumusan regulasi pemberlakuan SNI secara wajib pada produk elektronika. Sehingga regulasi pemberlakuan SNI secara wajib pada produk elektronika dapat terimplementasi dengan baik oleh para pemangku kepentingan dan dapat terus berlangsung pada masa mendatang.

The mandatory application of SNI for electronic products regulation issued by the Ministry of Industry is a public policy in which aimed to provide safety assurance for domestic consumers and to improve the competitiveness of domestic industries. In practice, there are some regulations that encounter various problems, so it must be revised to conform with the involved stakeholders interests. While in the latest mandatory application of SNI for electronic products regulation issued, the problem does not occur and the regulation can be implemented as well. By utilizing this condition as best practice, a research is needed to the involved stakeholders in the regulation formulation process by using the stakeholders analysis method. The purpose of this research is to get the role and support mapping from the involved stakeholders in the mandatory application of SNI for electronic products regulation formulation process. Research identified twelve stakeholders involved in the regulations formulation process. The analysis of the roles from the twelve stakeholders, resulted a stakeholders classification into five key stakeholders, three key stakeholders and four support stakeholders. While the analysis of the interests and influence from the twelve stakeholders, resulted a stakeholders mapping into two key players, three context setter, three subjects and four crowds. The stakeholders classification and mapping provide an accurate information of the interests priority to be considered to accommodated in the mandatory application of SNI for electronic products regulation formulation process, so it can be implemented well by the stakeholders and the mandatory application of SNI for electronic products programe still proceed in the future.
