PENGELOLAAN LOGISTIK OBAT DI RS HERMINA DAAN MOGOT SEBAGAI BAGIAN DARI JARINGAN HERMINA HOSPITAL GROUP

Latar Belakang : Pembentukan rumah sakit jaringan sebagai penyatuan kekuatan dalam menghadapi persaingan bisnis pelayanan kesehatan merupakan satu jawaban bagi kebutuhan pasar. The Property Rights Theory mengatakan bahwa status orientasi profit rumah sakit, efektifitas jaringan dan tingkat skala ekonomi berdampak pada efisiensi rumah sakit. Berangkat dari teori tersebut dan kendala yang dihadapi Hermina Hospital Group (HHG) sebagai salah satu rumah sakit jaringan di dalam mengelola logisitik obatnya merupakan dasar bagi peneliti untuk melakukan penelitian mengenai pengelolaan logistik obat di RS Hermina Daan Mogot sebagai bagian dari jaringan Hermina Hospital Group. Tujuan : Penelitian ini bertujuan untuk mengetahui dampak orientasi profit, tingkat efektifitas jaringan Hermina Hospital Group dan tingkat skala ekonomi pada efisiensi pengelolaan logistik obat di RS Hermina Daan Mogot. Metode : Penelitian ini merupakan penelitian studi kasus eksplanatori. Data yang diperoleh diurutkan berdasarkan jumlah pemakaian dan nilai investasi terbesar sampai terkecil menggunakan analisa ABC. Efisiensi pengelolaan logistik rumah sakit dinilai melalui uji statistik (t test) selisih harga beli obat HHG dengan rumah sakit pembanding dan uji statistik (paired t test) pemesanan/pembelian obat berdasar rumus baku HHG dan EOQ.

Background : The consolidation of chain hospitals in health care industry provides a market solution to the problem of constraining costs. The property rights theory assumes that the profit orientation of hospital, the effectivity of multihospitals system and economic of scale have an impact on hospital efficiency. The theory expectations and obstacles that Hermina Hospital Group (HHG) faced as one of the chain hospital in managing its drugs logistic, were the reasons to start the study of Drugs Logistic Management of Hermina Daan Mogot Hospital As A Member Of Hermina Hospital Group. Methods : This research is an explanatory case study. Data from all sources were categorized by ABC analysis. The hospital efficiency was tested with t test (the differences of drugs unit cost in HHG and comparative hospital) and paired t test (the amount of drugs order before and after calculated by EOQ) Results. There were statistically significant differences which show that drug logistic management in profit hospitals are not more efficient than nonprofit hospitals and that effectivity of multihospitals system (amount of drugs calculated by HHG formula) is not more efficient than amount of drugs calculated by EOQ). Conclusion. This study doesn’t support the property rights theory that profits hospitals are more efficient than nonprofit hospitals.
