Konflik Hubungan Pemerintahan Aceh dan Kabupaten Pidie Dalam Pengelolaan Dana Otsus

Tesis ini membahas masalah yang terkait dengan konflik kewenangan pengelolaan dana Otsus (OtonomiKhusus) antara pihak Pemerintah Aceh dengan Kabupaten Pidie, Rumusan masalah yang dikemukakan dalam penelitian ini ialah Bagaimanakonflikdalampolahubungankewenanganpengelolaandana otonomikhususantaraPemerintah Aceh denganKabupatenPidie ?. Tujuan penelitian untuk mengetahui bentukhubungankewenanganterkaitpengelolaan dana otsusantaraPemerintah Aceh denganKabupatenPidie. Jenis penelitian tesis ini adalah kualitatif dan pengumpulan data penelitian dilakukan dengan cara wawancara, dokumentasi dan observasi, teknis analisis data dilakukan melalui proses analisisdenganpengorganisasian data, pembacaanpendahuluanpada data base, penyajiandata,danpenyusunanpenafsiran data. Hasil penelitian ditesis ini menunjukan bahwa: 1) terjadinya konflik antara pihak Pemerintah Aceh dan Kabupaten/Kota, dalam hal ini Kabupaten Pidie terkait pengelolaan dana otsus yang terdapat pada Qanun No.10 Tahun 2016. Konflik ini terjadi akibat perbedaan persepsi dan keinginan (visi-misi) serta kedua belah pihak mempunyai argumentasi dan kepentingan masing-masing. 2) dampak konflik membuat ketidakstabilan dan tidak efesiensi terhadap pengunaan dana otsus, rawan ketimpangan dan ketidakmerataan. 3) perlunya sikronisasi pelaksanaan otsus Aceh antara Pemerintah Aceh dan Kabupaten Pidie, disaat perubahan aturan harus ada pertimbangan daerah Kabupaten/Kota, karena sebuah kebijakan pelaksanaan tata kelola otsus bukan semata-mata pemaksaan aturan (normatif) tetapi esensi dari masalah berupa mengakomodasi pendapat di Kabupaten. This thesis discusses issues related to conflict of authority of Otsus (Special Autonomy) fund management between Aceh Government and Pidie District. The formulation of the problem proposed in this research is How is conflict in the pattern of authority relationship of special autonomy fund management between Aceh Government and Pidie District ?. The purpose of this research is to know the form of authority relation related to the management of special autonomy fund between Aceh Government and Pidie District. The research type of this thesis is qualitative and the research data is collected by interview, documentation and observation. Technical data analysis is done through analysis process with organizing data, preliminary reading on data base, data presentation, and compilation of data interpretation. The result of this research shows that: 1) the occurrence of conflict between the Government of Aceh and the Regency / City, in this case Pidie District, related to the management of special autonomy fund in Qanun No.10 Year 2016. This conflict occurs due to differences of perception and desire (vision- mission) and both parties have their own arguments and interests.2) the impact of conflict causes instability and inefficiency towards the use of special autonomy funds, prone to inequality. 3) Need to synchronize the implementation of Aceh autonomy between the Government of Aceh and Pidie District, when the regulation changes, there must be consideration of the Regency / City because the policy of implementing otsus governance is not merely the imposition of the rule (normative) but the essence of the problem in the form of accommodating opinions in the District.
