Penelitian ini bertujuan untuk mengetahui kesesuaian Peraturan Walikota Mataram Nomor 3 Tahun 2016 terhadap implementasi paket manfaat yang diberikan bagi warga miskin dan orang tidak mampu di Rumah Sakit Umum Daerah (RSUD) Kota Mataram berdasarkan Peraturan Perundang-undangan. Penelitian ini merupakan penelitian hukum normatif, yaitu penelitian kepustakaan guna memperoleh data sekunder. Langkah yang ditempuh dalam penelitian ini adalah dengan melakukan inventarisasi peraturan peraturan yang terkait dengan permasalahan penelitian, selanjutnya dilakukan analisis terhadap kesenjangan yang terjadi antara Peraturan Walikota dengan peraturan perundang-undangan yang terkait. Data dianalisis dengan metode kualitatif. Hasil penelitian ini menunjukkan bahwa paket manfaat/pelayanan kesehatan bagi sasaran warga miskin pada pasal 4 ayat (2) huruf a dan huruf b Peraturan Walikota Mataram Nomor 3 Tahun 2016 sudah sesuai dengan Peraturan Menteri Kesehatan Nomor 85 Tahun 2015 tentang jenis dan tarif pelayanan di rumah sakit, sedangkan pelayanan kesehatan bagi sasaran warga miskin pada pasal 4 ayat (2) huruf c Perwaturan Walikota Mataram Nomor 3 Tahun 2016 tidak harmonis/tidak sesuai dengan Peraturan Presiden Nomor 19 Tahun 2016 terkait jenis pelayanan yang tidak dijamin oleh BPJS bagi peserta JKN. Selain itu, kebijakan sasaran warga miskin pada pasal 4 ayat (2) huruf c tersebut juga tidak sesuai dengan Peraturan Perundang-undangan terkait dengan Pedoman Penyusunan APBD.

This study aims to determine the conformity of Mayor of Mataram Regulation Number 3 of 2016 on the implementation of benefits package provided for the poor and the poor in Mataram District General Hospital (RSUD) based on the Legislation This research is normative law research, that is library research to obtain secondary data. The steps taken in this study is to conduct an inventory of regulatory rules related to research problems, then analyzed the gaps that occur between the Mayor Regulation with the relevant legislation. Data were analyzed by qualitative method The results of this study indicate that the package of health benefits / services for the target of the poor in Article 4 paragraph (2) a and b of Mayor of Mataram Regulation No. 3 of 2016 is in accordance with the Minister of Health Regulation No. 85 of 2015 on the type and tariff of service at home while the health service for the target of the poor in Article 4 paragraph (2) letter c The Mayor of Mataram Regulation No. 3 of 2016 is not harmonious / not in accordance with the Presidential Regulation No. 19 of 2016 related to the type of service that is not guaranteed by BPJS for JKN participants. In addition, the policy target of the poor in Article 4 paragraph (2) letter c is also not in accordance with the Laws and Regulations related to the Guidelines for the Preparation of APBD
