HUBUNGAN NEGARA DAN AGAMA: PERAN BIMAS KATOLIK KANTOR WILAYAH KEMENTERIAN AGAMA PROVINSI SULAWESI UTARA DALAM MELAYANI GEREJA KATOLIK KEUSKUPAN MANADO

Bimas Katolik sebagai salah satu institusi Pemerintahan dibawah Kementerian Agama menjadi ungkapan bukti eksistensi negara dalam urusan Agama Katolik. Tugas dari Bimas Katolik sendiri sebagai media fasilitator, komunikator ataupun mediator antara negara dan umat Katolik dalam hal pendidikan maupun pelayanan sebagai tugas dari instansi negara. Tetapi dalam praktiknya, Gereja Katolik sendiri memiliki suatu sistem hirarki dibawah keuskupan Roma Vatikan dimana di Indonesia dibadani oleh Gereja Katolik Indonesia sebagai lembaga independen yang mengurusi keagamaan Umat Katolik. Melalui keuskupan dan Gereja yang menyebar di seluruh Indonesia, Gereja Katolik Indonesia mempunyai struktur tersendiri dalam mengurusi kerohanian, sosial, keagamaan, administrasi bahkan pendidikan. Pembagian peran antara Bimas Katolik dan Gereja Katolik inilah yang menjadi fokus dalam tesis ini. Penelitian ini berusaha menguraikan sebuah studi kasus tentang pembagian peran Bimas Katolik Sulawesi Utara dengan Keuskupan Manado yang berada dalam satu wilayah pelayanan Umat Katolik. Tesis ini menunjukkan bahwa Bimas Katolik hadir sebagai representasi kehadiran negara dalam urusan agama Katolik. Dan yang kedua yaitu kehadiran Bimas Katolik berusaha untuk menguasai urusan umat Katolik terutama dalam urusan Pendidikan Agama Katolik (PAK) baik dari sistem seperti kurikulum dan standard pendidikan maupun tenaga pendidiknya. Terakhir tesis ini menemukan hubungan timpang tindih antara Bimas Katolik Sulawesi Utara dan Keuskupan Manado dikarenakan ketidak jelasan otoritas dari Bimas Katolik dalam melayani umat. Lebih lanjut lagi, penulis juga menemukan kecenderungan akan injustice seperti yang dikatakan oleh Stokke tentang teori politik representasi, karena tidak ada sistem yang bisa mengakomodir urusan Umat Katolik. Hal ini terjadi karekan malrecognition peran yang seharusnya dilakukakan oleh Bimas Katolik sebagai mediator antara Gereja Katolik dan Negara terhadap Umatnya.

Bimas Katolik as one of the Governmental institutions under the Ministry of Religious Affair is as a proof of the state's existence in the affairs of Catholicism. The tasks of the Bimas Katolik per se are as a media facilitator, communicator or mediator between the state and Catholics in terms of education and service as the task of state agencies. However in practice, the Catholics themselves have a hierarchical system under the Roman Church of the Vatican, in which Indonesia is represented by the Catholic Church of Indonesia as an independent institution dealing with the Catholics. Through dioceses and churches spread throughout Indonesia, the Indonesian Catholic Church has its own structure of spiritual, social, religious, administrative and even education. The distinction and relation division of roles between the Bimas Katolik and the Catholic Church is the focus of this thesis. This research attempts to elaborate a case study on the division of the role of the North Sulawesi Bimas Katolik with Manado diocese in a Catholic service area. This thesis shows that the Bimas Katolik is representation of the state's presence in Catholic religious affairs. The second is the presence of Bimas Katolik had been controlling the affairs of Catholics, especially in the affairs of Catholic Religious Education (PAK) both from systems such as curriculum, education standards and educators. The last, this thesis finds a close relationship between the Bimas Katolik of North Sulawesi and Manado diocese due to the unclear authority of the Bimas Katolik in serving the Catholics. Furthermore, the author also finds a tendency for injustice as Stokke says about the theory politics of representation, since the absence of a system that can accommodate Catholic affairs dictates the role malrecognition should be undertaken by the Bimas Katolik as a mediator between the Catholic Church and the State to its people.
