EVALUASI IMPLEMENTASI SISTEM AKUNTABILITAS KINERJA INSTANSI PEMERINTAH STUDI PADA PEMERINTAH KABUPATEN GUNUNGKIDUL

Penelitian ini bertujuan menggali permasalahan yang menyebabkan capaian penilaian kinerja di Pemerintah Kabupaten Gunungkidul tidak optimal. Teori Performance Blueprint digunakan untuk memetakan indikator kinerja utama Organisasi Perangkat Daerah (OPD) dan Bupati Kabupaten Gunungkidul. Metode kualitatif dan studi kasus diggunakan dalam penelitian ini dimaksudkan untuk memperoleh gambaran yang mendalam tentang permasalahan implementasi SAKIP (Sistem Akuntabilitas Kinerja Instansi Pemerintah) di Kabupaten Gunungkidul. Penelitian menggunakan metode kualitatif studi kasus. Data sekunder berupa RPJMD (Rencana Pembangunan Jangka Menengah Daerah) , RKT (Rencana Kerja Tahunan) , Indikator kinerja Bupati dan Indikator kinerja OPD. Data primer digunakan untuk mengetahui faktor yang berperan penting dalam optimalisasi implementasi SAKIP di Gunungkidul. Hasil Penelitian menunjukkan indikator kinerja utama Bupati Gunungkidul dan Organisasi Perangkat Daerah telah berorientasi community outcome. Faktor-faktor yang menjadi penghambat optimalisasi implementasi SAKIP di Kabupaten Gunungkidul adalah kesulitan penyelasan pengelolaan dokumen kinerja, tumpang tindihnya regulasi, keterbatasan sumber daya manusia, akurasi dan ke-terkinian data serta keterbatasan penggunaan sistem informasi.

This research aims to discover problems of why theachievementofperformance assessmentin Government of Gunungkidul Regency is not optimal. The theory of Performance Blueprintswas employed tomapkey performance indicators of the Regional Organizations (OPD) and Regent of Gunungkidul Regency. Qualitative method and case studies were used to provide acomprehensive overview on problemsabout the implementation of SAKIP (Performance Accountability System for Government Agencies) in Gunungkidul Regency. This research employed qualitative method and study cases. Secondary data consisted of Regional Medium-Term Development Plan (RPJMD), Annual Work Plan (RKT), Performance indicators of the Regent and Performance indicator of the Regional Organizations. Primary data were used to identify factors that played important rolesin optimizing the implementation of SAKIP in Gunungkidul. The research results indicated that the key performance indicators of the Regent of Gunungkidul Regency and the Regional Organizationshave beenoriented to community outcome. The factors that inhibits the optimalimplementation of SAKIP in Gunungkidul Regency are difficulty in harmonizing the management of performance documents, overlappingregulations, limited human resources, accurate and updated data and limited use of information system.
