Permasalahan berkembang dengan cepat setelah jatuhnya Uni Soviet pada 1990. Privatisasi dilakukan sebelum pembentukan kerangka hukum yang jelas dan institusi badan hukum yang lemah menjadi sumber kemakmuran dari kapitalisme yang tak terkendali serta fondasi pijakan ROC untuk bertumbuh. ROC bukanlah suatu permasalahan baru, mereka telah mengakar lama dan secara konsisten terus berkembang selama lebih dari 20 tahun. Kapitalisasi pada politikus korup memberikan mereka proteksi karena kurangnya ekstradisi hukum. ROC beraliansi hampir dalam semua sektor dan aktor domestik maupun internasional. Hubungan ketergantungan antara pemerintah yang kleptocratic dan ROC, membantu terus berlangsungnya pengaruh dan kekuasaan mereka di Rusia.

The problem grew immensely after the fall of the Soviet Union in the 1990's. Privatization was done even before the establishment of a clear legal framework and the weakness of legal institutions, who prospered from the unbridled capitalism and also the foundations of the foothold for the growth of ROC. ROC is not a new problem, they have been rooted for a long time and has consistently developed for over twenty years. Capitalizing on corrupt politicians gave them a protection because the lack of extradition laws. ROC allied almost within all domestic and international sectors and actors. The interdependence between the kleptocracy government and ROC helps to ensure their influence and power in Russia.
