INTISARI Sebagai sebuah wisata desa, Desa Karangrejo memiliki daya tarik berupa wisata alam dengan sajian utama berupa sunrise dan wisata menikmati alam dengan berkeliling desa. Lokasinya yang berdekatan dengan Candi Borobudur memudahkan wisatawan untuk menghabiskan waktu selain melihat candi itu sendiri. Potensi kunjungan wisatawan yang begitu besar dari tahun ke tahun terlebih setelah salah satu lokasinya dijadikan latar pengambilan film layar lebar kian melambungkan nama Desa Karangrejo. Pengelola sebagai garda depan pelayanan kunjungan wisatawan memiliki andil untuk berinovasi agar wisatawan mendapatkan kepuasaan dalam menikmati sajian wisata khas pedesaan. Pemuda sebagai bagian dari pengelola layak untuk dicari tahu apakah pemuda yang masuk sebagai pengelola ikut aktif berkontribusi untuk pengembangan wisata di desa mereka. Untuk itu penelitian ini berusaha mencari tahu bentuk kontribusi pemuda dan berada di level mana partisipasi yang dilakukan pemuda sekaligus peluang dan kendala apa saja yang dihadapi pemuda dalam rangkaian proses partisipasi tersebut. Selain itu adanya proses pemberdayaan di bidang pariwisata yang diikuti pemuda menjadi perhatian peneliti untuk dicari tahu bagaimana proses berlangsungnya pemberdayaan tersebut. Penelitian dengan Judul Dinamika Pemberdayaan dan Partisipasi Pemuda dalam Pengembangan Wisata Desa menggunakan metode kualitatif dengan pendekatan studi analisis deskriptif. Metode ini digunakan agar hasil penelitian dapat disajikan secara utuh berdasarkan tujuan penelitian yang telah ditetapkan. Informan pada penelitian ini dipilih sebanyak 12 informan dengan sepuluh (10) informan adalah pemuda aktif di kegiatan wisata desa dan dua (2) informan sisanya adalah Kepala Desa Karangrejo dan Ketua Pengelola Punthuk Setumbu. Pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi agar data yang diinginkan dapat dipenuhi melalui tiga cara tersebut. Berdasarkan hasil penelitian proses pemberdayaan bagi pemuda menghasilkan inovasi pola wisata yaitu adanya perpanjangan masa tunggu wisatawan di mana wisatawan dapat tinggal lebih lama menikmati sajian kerajinan dan kuliner saat berkeliling desa. Selain itu proses partisipasi pemuda ada pada level kemitraan yang menurut Arnstein menandakan bahwa distribusi wewenang ada pada diskusi perumusan kebijakan saja dan belum beranjak pada pendelegasian kepada pemuda agar mengolah sajian wisata menurut kemauan mereka. Hal ini akibat belum adanya organisasi pemuda yang representatif dan aktif melakukan kegiatan sehingga belum muncul kepercayaan dari pemerintah desa kepada pemuda. Adapun kendala yang dihadapi pemuda dalam partisipasi adalah aspek kesejahteraan dari sisi pendapatan di beberapa lokasi wisata sehingga memicu stagnasi dalam bekerja. Namun keadaan tersebut diimbangi dengan peluang bagi pemuda di mana mereka mendapatkan tambahan penghasilan, dapat menyalurkan ide dan gagasan serta berpeluang mendapatkan tambahan wawasan terutama di bidang pelayanan dan pelatihan bahasa.

ABSTRACT As a village tour, Karangrejo Village has a natural tourist attraction with main attraction are enjoying of sunrise and enjoy nature with a tour around the village. It’s located near to Borobudur Temple allows tourists to spend time in addition to seeing the temple itself. Potential tourist visits are so great from year to year, especially after one of the location became the background of making a big screen film catapulted the name of Karangrejo Village. Managers as the vanguard of service visit tourists have a share to innovate so that tourists get satisfaction in enjoying the typical rural tourism offerings. Youth as part of the managers are eligible to find out whether young people who join as managers actively contribute to the development of tourism in their village. For this purpose, this research is trying to find out the contribution of youth and to be at the level where the participation of youth and the opportunities and constraints faced by youth in the series of participation process. In addition, the process of empowerment in the field of tourism followed by youth to the attention of researchers to find out how the process of empowerment. Research with Title of Dynamics of Youth Empowerment and Participation in Village Tourism Development using qualitative method with descriptive analysis study approach. This method is used for the results of research can be presented based on the research objectives that have been set. The informants in this study were selected as 12 informants with ten (10) informants were active youths in village tourism activities and two (2) other informants were Head of Karangrejo Village and Chairman Punthuk Setumbu. Data collection is done by interview, observation and documentation so that the desired data can be fulfilled through three ways. Based on the results of the research process of empowerment for youth to produce innovation of tourist pattern is the extension of the waiting period of tourists where tourists can stay longer enjoy serving crafts and culinary while traveling around the village. In addition, the youth participation process is at the level of partnership which, according to Arnstein, indicates that the distribution of authority exists in the discussion of policy formulation only and has not moved on to the delegation to the youth to process the tour according to their wishes. This is due to the absence of a representative youth organization and active activities so as not to appear the trust of the village government to the youth. The obstacles faced by youth in participation is the welfare aspect of the income side in some tourist sites so as to trigger stagnation in work. However, these circumstances are offset by opportunities for youth in which they earn extra income, can deliver ideas and have an opportunity to gain insight, especially in language services and training.
