Pelaku tindak pidana anak wajib ditangani secara khusus oleh penyidik anak yaitu Unit Pelayanan Perempuan dan Anak, Unit PPA wajib menerapkan keadilan restoratif, restorative justice yaitu musyawarah bersama-sama mencari penyelesaian yang adil dengan menekankan pemulihan kembali pada keadaan semula dan bukan pembalasan. Peran Unit PPA dalam menerapkan prinsip Restorative Justice, hanya sebagai fasilitator atau mediator dan hanya memfasilitasi dalam menerapkan prinsip Restorative Justice.dan penerapan prinsip restorative justice di Polresta Surakarta telah sesuai dengan UU No. 11 Th 2012 tentang Sistem Peradilan Pidana Anak. Kemudian hambatan penyidik dalam penerapan prinsip restorative justice ialah Sulitnya menghadirkan para pihak dan ketika menangani anak yang berkebutuhan khusus, ketakutan dari masyarakat dan aparat penegak hukum khususnya Unit PPA terkait efek jera bagi anak yang proses penyelesainnya diselesaikan melalui pendekatan restorative justice. Dalam penelitian ini akan dibahas mengenai kesesuaian peran pelaksanaan Unit PPA di Polresta Pekanbaru berdasarkan peraturan pelaksana tugas dan fungsi pembentukan lembaga Unit perlindungan perempuan dan anak (PPA) dan juga hambatan dalam proses pelaksanaan prinsip restorative justice. Penelitian ini bertujuan untuk mengidentifikasi kesesuaian tugas dan fungsi dari Unit PPA Polresta pekanbaru. Penelitian ini dilakukan dengan metode yuridis empiris. Berdasarkan hasil penelitian, ditemukan bahwa: Pertama, Unit PPA Polresta pekanbaruu dalam emnjalankan tugas dan fungsinya masih belum makssimal dan belum ada kesesuain tugas dan fungsi dari Unit PPA Polresta pekanbaru terhadap peraturan pembentukannya. Kedua, hambatan yang timbul dalam proses penerapan prinsip Restorative Justice terbagi ke dalam 2 (dua) faktor yaitu faktor internal dan eksternal.

Then the investigator obstacles in the application of the principles of restorative justice is the difficulty of presenting the parties and when dealing with children with special needs, the fears of the public and law enforcement officials, especially related PPA Unit deterrent effect for children who have completed the process of its solution through a restorative justice approach. In this study will be discussed regarding the suitability of the role of the implementation of PPA Unit in Pekanbaru Police under the rules implementing the tasks and functions include establishing women and child protection unit (PPA) as well as obstacles in the process of implementing the principles of restorative justice. This study aims to identify the suitability of the duties and functions of PPA Police Unit Pekanbaru. This study was conducted using empirical jurisdiction. Based on this research, it was found that: First, the PPA Police Unit Pekanbaru in order tasks and functions are still not have the suitability duties and functions of Pekanbaru Police Unit of the regulations PPA formation. Second, obstacles that arise in the process of implementing the principles of Restorative Justice is divided into two (2) factors which are internal and external factors.
