DAMPAK PEMBEBASAN LAHAN TERHADAP SOSIAL BUDAYA MASYARAKAT ( Pembangunan New Yogyakarta International Airport (NYIA) di Desa Glagah, Kecamatan Temon, Kabupaten Kulon Progo )

Pembangunan untuk sarana dan prasarana kepentingan umum salah satunya kebijakan pembangunan New Yogyakarta International Airport (NYIA ) sebagai penganti Bandara Adisucipto Yogyakarta di Kecamatan Temon, Kabupaten Kulon Progo. Pembangunan NYIA yang di prakarsai oleh PT Angkasa Pura I yang menggunakan lahan seluas 627 hektar, melalui tahapan pembebasan lahan guna menyediakan lokasi pembangunan. Setiap adanya kegiatan pembebasan lahan untuk kepentingan proyek pembangunan akan menimbulkan perubahan baik lingkungan fisik maupun perubahan sosial masyarakat di lokasi terkena dampak. Penelitian ini bertujuan untuk menganalisis dampak adanya kegiatan pembebasan lahan terhadap kehidupan sosial budaya masyarakat di Desa Glagah, Kecamatan Temon, Kabupaten Kulon Progo. Metode penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Sumber data primer diperoleh dari wawancara dengan informan yang diambil merupakan informan kunci yakni masyarakat Desa Glagah yang terkena dampak, pemerintah desa dan pemerintah Kabupaten Kulon Progo dan observasi langsung di lapangan. Sedangkan data sekunder diperoleh dari dokumen pemerintah Kabupaten Kulon Progo, media massa online dan studi pustaka. Berdasarkan hasil temuan di lapangan menunjukkan bahwa pembebasan lahan guna menyediakan lokasi pembangunan NYIA membawa dampak bervariasi bagi masyarakat terdampak di Desa Glagah. Kegiatan pembebasan lahan guna menyediakan lokasi pembangunan NYIA memberikan dampak positif maupun negatif karena bersentuhan dengan masyarakat setempat yang terkena dampak yakni berkaitan dengan perubahan hubungan sosial masyarakat, struktur sosial mengenai perubahan stratifikasi sosial, keterikatan sosial, tingkat kenyamanan, serta adat istiadat dan pola kebiasaan. Solusi yang ditawarkan dari penelitian ini yakni memberikan pendekatan persuasif kepada masyarakat terdampak di Desa Glagah yang berkaitan dengan permasalahan pembebasan lahan sehingga ke depannya masyarakat lebih banyak mendapat manfaat positif adanya pembangunan NYIA.Kata Kunci : Pembebasan Lahan, Dampak, Bandara, Kulon Progo

One of the development for the public interest is the policy of the construction of New Yogyakarta International Airport (NYIA) in Kecamatan Temon, Kabupaten Kulon Progo as the replacement of Adisucipto Airport. The construction of NYIA by PT Angkasa Pura I that requires an area of 627 hectare is done through the phase of a land acquisition in order to provide the area for the construction. Every land acquisition activity for a development project will give some changes for the environment and the social situation of the affected community. The purpose of this research is to analyze the impacts of the land acquisition toward the social and cultural life of the community in Desa Glagah, Kecamatan Temon, Kabupaten Kulon Progo. This research is a qualitative research and uses a descriptive approach. The primary source of the research was from the interview with the affected community in Desa Glagah, the government of the village, and the government of Kabupaten Kulon Progo and from the observation at the location. Whereas the secondary source was from the documents of the government of Kabupaten Kulon Progo, online media and literature reviews. The findings show that the land acquisition in order to provide an area for the construction of NYIA has brought various impacts for the affected community in Desa Glagah. The land acquisition has given both positive and negative impacts because its activity is directly in contact with surrounding community. The given impacts is related to the changes of the community’s social relationship, the community’s social structure especially the changes in social stratification, social bonding, the level comfort and the custom of the community. The solutions that can be offered from this research is to provide the affected community in Desa Glagah a persuasive approach which related to the problems of the land acquisition so that in the future the community will get more positive impact from the contruction of NYIA.
