PEMENUHAN HAK PENDIDIKAN DAN KESEHATAN ANAK DI LEMBAGA PEMBINAAN KHUSUS ANAK KELAS I KUTOARJO

Hak anak adalah hak yang dimiliki oleh setiap anak diseluruh dunia. Pendidikan dan kesehatan merupakan satu aspek yang amat penting untuk dipenuhi oleh anak. Pemenuhan hak pendidikan dan kesehatan anak di dalam LPKA menjadi begitu penting mengingat terbatasnya akses yang bisa dimiliki oleh anak binaan. Pihak LPKA menjadi pihak yang memiliki kewajiban untuk memenuhi kedua hak tersebut kepada anak binaan di LPKA. Sehingga diperlukan berbagai program-program di dalam LPKA untuk memenuhi hak pendidikan dan kesehatan anak binaan di dalam LPKA Kelas I Kutoarjo.John Locke menjelaskan bahwa negara memiliki kewajiban dalam memenuhi hak setiap warganya. Pendidikan dan kesehetan anak di dalam LPKA menjadi satu hak anak yang wajib dipenuhi oleh negara. Hal ini dikarenakan LPKA sendiri adalah lembaga dibawah negara sehingga tanggungjawab terbesar dalam pemenuhan hak anak didalamnya adalah negara. Penelitian ini bertujuan untuk mengetahui pemenuhan hak pendidikan dan kesehatan anak di dalam LPKA Kelas I Kutoarjo. Metode kualitatif deskriptif digunakan dalam menjelaskan penelitian ini untuk mempermudah penjabaran terkait program-program pihak LPKA dalam memenuhi hak pendidikan dan kesehatan anak di LPKA. Data penelitian diperoleh dengan melakukan observasi dan melakukan wawancara. Unit analisis dalam wawancara ini adalah anak binaan LPKA Kelas I Kutoarjo. Selain itu wawancara juga dilakukan kepada petugas yang memiliki pemahaman terkait pemenuhan hak pendidikan dan kesehatan anak binaan di LPKA Kelas I Kutoarjo. LPKA Kelas I Kutoarjo memiliki berbagai program dalam pemenuhan hak pendidikan dan kesehatan anak binaan. Sekolah merupakan satu program dimana anak binaan dapat mengikuti sekolah sesuai jenjang sekolah sebelum dibina di dalam LPKA. Selain sekolah sebagai pendidikan formal anak binaan, terdapat pula pelatihan-pelatihan keterampilan sebagai pendidikan informal untuk meningkatkan keterampilan anak binaan. Sedangkan dalam pemenuhan hak kesehatan, terdapat berbagai upaya preventif dari pihak LPKA seperti senam pagi dan olahraga untuk menjaga kebugaran anak binaan, gizi yang terpenuhi, serta sidak untuk menjaga kebersihan lingkungan anak binaan. Selain itu, terdapat klinik kesehatan dimana anak yang menderita sakit dapat berobat di klinik tersebut. Pemenuhan hak pendidikan dan kesehatan anak di LPKA Kelas I Kutoarjo cukup baik. Akan tetapi, masih terdapat hal-hal yang bisa dilakukan oleh pihak LPKA untuk memaksimalkan program-program yang dimilikinya. Selama ini, sebagian anak binaan mengikuti program sekolahkarena ingin segera keluar dari LPKA. Anak perlu diberi pemahaman sehingga anak binaan serius dalam mengikuti program sekolah yang disediakan oleh LPKA.

Every child in the whole world is entitled to their rights, called children's rights. Education and health are very important aspects for children well-being. The children's rights to education and health in LPKA is also very important. Children in the LPKA have limited access to quality education and health service. Inside the LPKA there needs to be programs to support the fulfillment of children's rights to education and health. John Locke explains that the state must fulfill the rights of its citizen. Thus, the responsibility to fulfill the right of children to education and health inside LPKA relies on the state, through the committee of LPKA. This research intends to explore the fulfillment of children's right to education and health in LPKA Kelas 1 Kutoarjo. The descriptive qualitative method is used in this research to ease the explanation about the LPKA committee programs in fulfilling the children's rights to education and health. The data is gained through observation and interview. The analysis unit in the interview is the children of LPKA Kelas I Kutoarjo. Furthermore, the interview is also done to the staffs knowledgeable in the fulfillment of children's rights to education and health in LPKA Kelas I Kutoarjo. LPKA Kelas I Kutoarjo has various programs in fulfilling the children's rights to education and health. One of the program is the schooling, in which the children can continue their education before their term in the LPKA. Besides the formal education in the school, there is also skill trainings as the informal education for the children. On the health rights, there are various preventive efforts from the LPKA committee like morning exercises to keep the fitness of the children, nutrition program, and sudden evaluation to ensure the cleanliness. Furthermore, there is also health clinic in which the sick children can get treated. Overall, the fulfillment of children's rights to education and health in LPKA Kelas I Kutoarjo is quite good. However, there are some things that LPKA committee can do to maximize their programs. So far, some of the children join the schooling since doing so can increase their possibility to get out of the LPKA faster. Thus, there is a necessity to raise the awareness of the children about the importance of education, so that the children can join the schooling program wholeheartedly.
