ANALISIS PENGGUNAAN DANA KAPITASI DALAM PELAYANAN KESEHATAN PROMOTIF, PREVENTIF, DAN KURATIF DI PUSKESMAS KABUPATEN POHUWATO PROVINSI GORONTALO TAHUN 2016

Pembangunan kesehatan pada hakekatnya adalah upaya yang dilaksanakan oleh semua komponen bangsa indonesia yang bertujuan meningkatkan kesadaran, kemauan, dan kemampuan hidup sehat bagi setiap orang agar terwujud derajat kesehatan masyarakat yang baik. Salah satu strategi Pemerintah Indonesia untuk meningkatkan derajat kesehatan masyarakat dibentuk program Jaminan Kesehatan Nasional (JKN) yang di kelolah oleh BPJS. Masyarakat Indonesia di targetkan pada 1 Januari 2019 seluruhnya memiliki Jaminan Kesehatan Nasional (JKN). Di Era JKN pelayanan kesehatan dilaksanakan oleh fasilitas kesehatan yang bekerja sama dengan BPJS. Pemanfaatan dana kapitasi selain memberikan pelayanan program kuratif juga program promotif dan preventif. Tujuan dari penelitian ini adalah untuk menganalisis proporsi dana kapitasi untuk program promotif, preventif dan kuratif, Untuk mengetahui perbedaan proporsi dana kapitasi untuk program promotif, preventif dan kuratif antar puskesmas rawat inap dan non rawat inap, Untuk mengetahui faktor apa yang mempengaruhi pengelolaan dana kapitasi. Jenis penelitian ini adalah penelitian deskriptif analitik. Sumber data yang digunakan adalah sumber data sekunder yang berasal dari beberapa dokumen terkait proporsi dana kapitasi dalam upaya promotif, preventif, dan kuratif tahun 2016 dan sumber data primer diperoleh dari wawancara mendalam kepada Kepala Puskesmas, bendahara dan penanggungjawab program. Metode analisis statistik yang dilakukan berupa uji Mann-Whitney untuk mengetahui ada tidaknya perbedaan penggunaan dana kapitasi upaya kesehatan promotif, preventif, dan kuratif, Berdasarkan faktor sosialisasi dan SDM. Variabel yang diteliti antara lain variabel independen yaitu dana kapitasi dan variabel dependen yaitu proporsi dana kapitasi upaya promotif, preventif, dan kuratif. Hasil penelitian menunjukkan proporsi dana pembiayaan kesehatan program promotif, preventif dan kuratif di Puskesmas Kabupaten Pohuwato sebesar 20,84% (promotif), 6,56 % (preventif) dan 13,58 % (kuratif), Rerata proporsi pembiayaan pelayanan kesehatan pada puskesmas Rawat Inap sebesar 15,76% (promotif), 1,29% (preventif), 12,96% (kuratif). Rerata proporsi pembiayaan pelayanan kesehatan pada Puskesmas Rawat Jalan sebesar 23,37% (promotif), 9,20 (preventif), 14,31 (kuratif), Faktor sosialisasi dan SDM tidak memberikan perbedaan signifikan (P > 0,05) pada pengelolaan dana kapitasi program promotif, preventif dan kuratif di Puskesmas Kabupaten Pohuwato.

Basically, the healthcare development is one act that can be done by all component of Indonesian that have purpose to increase the will, ability, and the knowledge for healthy living for everyone, so that the goal of well health degree for everyone can be reached. One of strategies done by the government is the NHI (National Health Insurance), managed by Health Social Insurance Administration Organization (BPJS). By January 1st 2019, all Indonesians shall own NHI. In this era of NHI, the healthcare services done by health facilities that works with BPJS. The usage of capitation fund is for curative, promotive, and preventive health efforts programs. The purpose of this research is to analyze the proportion of capitation funds for promotive, preventive, and curative programs, to know the difference proportion for capitation funding for promotive, preventive, and curative between in-patient healthcare centers and non-inpatient healthcare centers, and; to know factors that affect the management of capitation program. This Is a descriptive-analytical research. The data sources used are from secondary datas that are obtained from some documents related to the proportion of the capitation fund on promotive, preventive, and curative from the year of 2016 and primary datas are obtained from in-depth interview with the head of the healthcare centers, treasures, and the coordinator of the program. The analytical statistic method use dis Mann-Whitney test, in order to know the differences between capitation fund for promotive, preventive, and curative health efforts. Another variables observed are independent variable (capitation fund) and dependent variable (the proportion of the fund for the promotive, preventive, and curative health efforts). The results shown that the proportion of the health funding for the promotive, preventive, and curative program in Pohuwato Region Healthcare Centers are 20,83%, 8,14% and 5,30% respectively. The average of propotion of financing promotive, preventif and curative Health hospitalization was 15,76(promotive), 1,29(preventive), 12,96 (curative) And The average of propotion of financing promotive, preventif and curative Health non hospitalization was 23,37(promotive), 9,20(preventive), 14,31 (curative). There are no significant differences (P>0,05) on the factors of capitation fund management and socialization and human resources in Pohuwato Regions Healthcare Center.
