Korupsi Kartu Tanda Penduduk Elektronik (KTP-el) merupakan salah satu korupsi terbesar yang terjadi di Indonesia. Korupsi KTP-el menyebabkan kerugian negara sebesar Rp 2,3 triliun dan melibatkan banyak pejabat publik, mulai dari pejabat Kementrian Dalam Negeri (Kemendagri), konsorsium, swasta, sampai anggota Dewan Perwakilan Rakyat (DPR). Korupsi KTP-el terjadi karena kurangnya keprofesionalan dan tanggung jawab pejabat publik khususnya anggota DPR dalam mempertanggunjawabkan segala hal mengenai keputusan dalam mengambil sebuah kebijakan. Berdasarkan alasan tersebut peneliti tertarik untuk membuat penelitian dengan judul "Peran Anggota Dewan Perwakilan Rakyat dalam Korupsi Kartu Tanda Penduduk Elektronik: Perspektif Prinsip Akuntabilitas Etika Profesi Pejabat Publik". Penelitian ini bertujuan untuk menjelaskan pandangan prinsip akuntabilitas etika profesi pejabat publik sebagai objek formal untuk menganalisis peran anggota DPR dalam korupsi KTP-el sebagai objek material penelitian. Penelitian ini merupakan penelitian kualitatif dengan penguatan data melalui studi pustaka. Penelitian ini menggunakan metode deskripsi, interpretasi, dan refleksi. Hasil penelitian ini menunjukkan bahwa anggota DPR belum memiliki akuntabilitas yang baik. Korupsi KTP-el menunjukkan bahwa anggota DPR menyalahgunakan kekuasaan dan wewenangnya serta belum bertindak secara adil sehingga berdampak pada kinerja yang rendah. Akibatnya negara harus mengalami kerugian secara materiil dan moril serta terdapat masyarakat yang belum mempunyai KTP-el sebagai identitas resmi warga negara Indonesia.

Corruption of Electronic Identity Card (KTP-el) is one of biggest corruptions that ever happened in Indonesia. Corruption of KTP-el resulted is state loss around 2.3 trillion rupiah and involved many public officials, started from Ministry of Internal Affairs (Kemendagri), consortium, private sectors, and members of the House of Representatives (DPR). This corruption took place because of the lack of professionalism and responsibility by official governments, especially by members of DPR during decision making process. Based on this background, my research aims at investigating with title "The Role of Members of the House of Representatives in the Corruption of Electronic Identity Card from the Perspective of Accountability Principle of Professional Ethics of Public Official". I put the accountability principle of professional ethics of public official as formal objects to analyze the role of members of DPR in corruption of KTP-el as the material object. This research is counducted by qualitative methodology and case study to strengthen the data. This research also uses decriptive, interpretative, and reflective methods. The result of this research indicates that members of DPR are still lack of accountability. Corruption of KTP-el shows that members of DPR still have abused their power and authority and have not acted equitably to can not maximize their performances. As result, the state has to have both material and moral losses, and many people of Indonesia have no KTP-el as their legal document as Indonesian citizens.
