EVALUASI EFEKTIVITAS PENERAPAN APLIKASI E-OFFICE DI PEMERINTAH PROVINSI RIAU

Isu electronic government (e-Government) dianggap akan membuat administrasi perkantoran semakin efektif dan efisien sehingga muncul sebuah layanan untuk mendukung kegiatan perkantoran khususnya administrasi dengan nama e-Office. e-Office merupakan layanan aplikasi administrasi perkantoran, korespondensi surat menyurat dinas bagi setiap karyawan perusahaan/instansi secara elektronik yang diamanatkan dalam Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (MenPan-RB) Nomor 6 Tahun 2011 tentang TNDE. Hingga akhir Tahun 2016 perkembangan e-Government di Indoensia masih jauh tertinggal dibandingkan dengan negara-negara lainnya, khususnya di kawasan Asia Tenggara. Penelitian mengenai lambannya pemerintah daerah untuk mengadopsi penggunaan Aplikasi e-Government karena tingkat kemampuan SDM yang rendah, kurangnya kesiapan SDM, sarana dan prasarana, dan kurangnya komitmen pemerintah daerah dalam mengembangkan Aplikasi e-Government. Penelitian ini bertujuan untuk mengevaluasi efektivitas penerapan Aplikasi e-Office di Pemerintah Provinsi Riau, dan untuk mengetahui faktor-faktor yang mempengaruhi efektivitas penerapan Aplikasi e-Office di Pemerintah Provinsi Riau. Mengingat Provinsi Riau berada di peringkat 12 hasil survei Pemeringkat e-Government Indonesia (PeGI) Tahun 2014 dengan status, KURANG. Penelitian ini adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif yang memahami secara mendalam tentang objek yang diteliti. Data yang diperoleh dalam penelitian ini dari data primer dan sekunder, data primer diperoleh dengan cara wawancara yang mendalam dan terstruktur, sedangkan data sekunder adalah data yang didapatkan dari lingkungan luar objek penelitian seperti peraturan perundang-undangan, dan dokumen organisasi. Penelitian ini juga menggunakan sumber literatur sebagai sumber referensi untuk menguatkan berbagai argumentasi. Hasil dari penelitian ini bahwa Aplikasi e-Office belum efektif untuk diterapkan di Lingkungan Pemerintah Provinsi Riau karena kurangnya ketersediaan sarana dan prasarana ICT, belum tersedianya aturan/pedoman untuk setiap instansi dapat mengalokasikan anggaran untuk pemenuhan sarana dan prasarana penunjang e-Office, ketersediaan anggaran yang tidak cukup untuk memenuhi kebutuhan sarana dan prasarana pendukung penerapan Aplikasi e-Office, sistem Aplikasi e-Office yang belum mendukung segala sistem operasi seperti ios, website e-Office yang seringkali tidak dapat diakses, dan kurangnya komitmen para pemimpin kantor untuk menggunakan e-Office. Serta faktor yang mempengaruhi efektivitas penerapan Aplikasi e-Office di Pemerintah Provinsi Riau adalah faktor Lingkungan Organisasi dan ketersediaan sumber daya (SDM, Anggaran, dan infrastruktur).

The issue of "electronic government (e-Government)" is considered to be made of office administration more effective and efficient so that it appears a service to support the activities of the administrative office, especially as e-Office. e-Office is an application service office administration, correspondence official correspondence for each employee of the company / institution electronically mandated by the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (minister-RB) No. 6 of 2011 on TNDE. By the end of 2016 the development of e-Government in the premises is still far behind compared to other countries, particularly in Southeast Asia. Research on local governments slow to adopt the use of e-Government Applications for the low level of human resource capabilities, the lack of preparedness of human resources, facilities and infrastructure, and the lack of commitment of local governments in developing e-Government applications. This study aimed to evaluate the effectiveness of e-Office applications in Riau Provincial Government, and to determine the factors that influence the effectiveness of e-Office applications in Riau Province Government. Given the Riau Province is ranked 12th survey of e-Government Rating Agency of Indonesia (PEGI) 2014 with the status of "LESS". This study is a qualitative study using descriptive approach deep understanding of the object under study. The data obtained in this study of primary and secondary data, primary data obtained by in-depth interviews and structured, while secondary data is data obtained from the environment outside the research object such as legislation and organizational documents. This study also uses literature as a source of reference sources to corroborate the arguments. Results from this study that the application of e-Office have not been effective to apply to the Environment Government of Riau Province due to lack of availability of facilities and infrastructure of ICT, the unavailability of rules / guidelines for each agency can allocate a budget for the fulfillment facilities and infrastructure supporting e-Office, the availability of budget not enough to meet the needs of facilities and infrastructure to support implementation of Apps e-office, system Applications e-office that do not support all operating systems such as iOS, the e-office that are often inaccessible, and lack of commitment of the leaders of the office to use the e-office , And the factors that influence the effectiveness of e-Office applications in Riau Provincial Government Environment and Organization factor is the availability of resources (human resources, budget, and infrastructure).
