KEBIJAKAN PEMBERIAN KEBEBASAN POLITIK KEPADA KOMUNITAS MUSLIM RUSIA DI ERA VLADIMIR PUTIN

Kemunculan Rusia sebagai negara baru setelah runtuhnya Uni Soviet membuat pemerintah melakukan kebijakan yang sesuai dengan nilai-nilai ideal masyarakat Rusia. Seiring dengan sistem demokrasi yang diberlakukan, Rusia dihadapkan pada permasalahan domestik mulai dari sosial, politik, ekonomi, hingga terancamnya integrasi Rusia. Permasalahan tersebut juga diikuti oleh tuntutan sebagian wilayah mayoritas muslim agar memishkan diri dari Rusia. Adapun untuk menyelesaikan permasalahan tersebut pemerintah Rusia memberikan kebebasan politik kepada masyarakat khususnya komunitas muslim dengan tujuan menyelesaikan permasalahan yang ada terutama berkaitan dengan integrasi dan kepentingan lainnya. Kebijakan di era Vladimir Putin ini juga dipengaruhi oleh persepsi pemerintah dalam mengambil kebijakan khususnya berkaitan dengan komunitas muslim Rusia. Sebagai agama dengan jumlah penganut terbesar kedua di Rusia, Islam memiliki nilai diplomatis bagi pemerintah dalam menjalankan politik di dalam dan luar negeri. Pada akhirnya tesis ini akan mencari jawaban mengapa pemerintah Rusia memberikan kebebasan politik kepada komunitas muslim.

The rise of Russia as a new country after the collapse of the Soviet Union made the government adopted policies in accordance with the ideal values of Russian society. Along with the transition to democracy, Russia was faced with domestic problems ranging from social, political, economic, to the threat of Russian integration. The issue was also added by the demands of some Muslim-majority province in order to make acts of separatism. for solving these problems, the Russian government provides political freedom to the community, especially the Muslim community with the aim of solving the existing problems, mainly related to integration and various interests. The policy in the era of Vladimir Putin is also influenced by the government's perception in taking policy especially related to Russian Muslim community. As the religion with the second largest number of followers in Russia, Islam has a diplomatic value for the government in running politics at home and abroad. In the conclusion, this thesis will try to figure out why Russian government gives political freedom to the Muslim community.
