PERAN STRUKTUR SOSIAL TERHADAP EFEKTIVITAS PROGRAM PENYEDIAAN SARANA PRASARANA (STUDI KASUS: PLPBK KELURAHAN KARANGWARU KECAMATAN TEGALREJO KOTA YOGYAKARTA)

Kelurahan Karangwaru merupakan kelurahan pertama di Kota Yogyakarta yang mendapatkan program Penataan Lingkungan Permukiman Berbasis Komunitas (PLPBK) pada tahun 2009. Kelurahan yang mendapatkan program tersebut ialah kelurahan yang terkategori kumuh dan memiliki Badan Keswadayaan Masyarakat (BKM) dengan karakteristik mandiri. Tujuan program PLPBK ialah mewujudkan kehidupan masyarakat yang harmonis dengan lingkungan hunian yang sehat, tertib, dan lestari. Tujuan penelitian ini ialah mengukur efektivitas program PLPBK Kelurahan Karangwaru dan menggambarkan peran struktur sosial terhadap efektivitas program PLPBK Kelurahan Karangwaru. Pendekatan penelitian yang digunakan yaitu deduktif kuantitatif dan kualitatif. Metode analisis yang digunakan ialah metode deskriptif kuantitatif dengan statistik deskriptif dan deskriptif kualitatif. Data penelitian yang digunakan berasal dari observasi lapangan, kuesioner, dan wawancara. Kuesioner dilakukan terhadap 96 KK dan wawancara dilakukan terhadap 12 informan. Hasil penelitian dari pengukuran efektivitas program menunjukkan bahwa kinerja program PLPBK Kelurahan Karangwaru dari kriteria input, proses, output, outcome, dan impact menunjukkan telah efektif yang berarti tujuan dari program telah tercapai. Namun apabila dilihat dari indikator amatan terdapat 2 indikator amatan yang tidak efektif yaitu keberfungsian lembaga pengelola pembangunan kawasan yang telah dibentuk dan disepakati serta keberfungsian sistem O & P yang telah disepakati masyarakat dan kelembagaan masyarakat. Ketidakefektifan tersebut dapat diatasi dengan adanya relawan peduli dan komunitas Karangwaru Riverside. Peran struktur sosial terhadap efektivitas program PLPBK menunjukkan peran positif maupun negatif, dimana 4 unsur yaitu lembaga sosial, kelompok sosial, kekuasaan dan wewenang, serta kebudayaan memiliki peran positif sedangkan 2 unsur lainnya yaitu stratifikasi sosial dan dinamika sosial memiliki peran positif dan negatif.

Karangwaru village is the first village in Yogyakarta City which get Community Based Neighborhood Development Program (PLPBK) in 2009. Village that get PLPBK program is Village which is categorized as slum and has self-reliance society agency (BKM) with independent characteristic. The purpose of the PLPBK program is to create a harmonious community life with a healthy, orderly, and sustainable living environment. The purpose of this study is to measure the PLPBK program effectiveness and describe the role of social structure to the PLPBK program effectiveness. The research approach used is deductive quantitative and qualitative. The method of analysis used is descriptive quantitative method with descriptive statistics and descriptive qualitative method. The research data used comes from observation, questionnaire, and interview. Questionnaire conducted on 96 families based and interviews conducted on 12 informants. The result of the measurement of the effectiveness of the program show that the performance of PLPBK program in Karangwaru Village from input, process, output, outcome, and impact shows that it has been effective which means the objectives of the program have been achieved. However, when viewed from the observation indicator there are 2 observation indicators ineffective that is functioning of regional development manager agency that has been established and agreed and functioning of operational; and maintenance system that has been agreed by community and community institution. Such ineffectiveness can be overcome by caring volunteers and the Karangwaru Riverside community. The role of social structure to the effectiveness of PLPBK program shows the positive and negative role in which the four elements that is social institutions, social groups, power and authority, and culture have a positive role while 2 other elements that is social stratification and social dynamics have positive and negative roles.
