Upaya Pelindungan Situs Tipar Ponjen Di Kabupaten Purbalingga

Situs Tipar Ponjen di Kabupaten Purbalingga adalah salah satu situs perbengkelan neolitik yang penting dalam sejarah kebudayaan Indonesia. Saat ini situs ini terancam mengalami kerusakan, karena faktor alam dan kegiatan manusia. Penelitian ini dilakukan untuk mencari cara-cara untuk pelindungan terhadap situs, dengan pendekatan Pengelolaan Sumberdaya Budaya (cultural resource management). Sesuai dengan metode CRM, langkah penelitian dilakukan dalam tiga tahap. Pertama, mengidentifikasikan sumberdaya arkeologi baik dari sumber pustaka maupun pengamatan di lapangan. Kedua, melakukan kajian nilai penting sumberdaya maupun potensi ancaman yang ada. Ketiga, merumuskan cara-cara pelindungan yang tepat berdasarkan nilai penting sumberdaya yang ada. Dari kajian, diketahui Situs Tipar Ponjen memiliki nilai penting terkait dengan informasi teknologi prasejarah, yaitu pembuatan beliung persegi dan gelang batu. Keletakan situs pada lingkungannya menunjukkan kearifan manusia masa lalu dalam beradaptasi pada lingkungannya. Selain itu, situs Tipar Ponjen berpotensi dikembangkan untuk pendidikan masyarakat terkait dengan sejarah kebudayaan di Purbalingga maupun di Indonesia pada umumnya, karena situs dan lingkungan sudah dihuni sejak Masa Paleolitik hingga saat ini. Nilai penting situs Tipar Ponjen dapat dilestarikan apabila berbagai tinggalan arkeologi yang ada dikandungnya dapat tetap dipertahankan berada di tempatnya dan dalam keadaan yang utuh. Sehubungan dengan itu, upaya pelindungan yang tepat secara fisik adalah (a) membuat talud di tempat yang rawan longsor, (b) memberi papan petunjuk cara masyarakat dapat berpartisipasi melindungi situs, (c) menyediakan ruang informasi tentang nilai penting situs, (d) menyediakan tempat penyimpanan artefak yang terungkap, dan (e) mengangkat juru pelihara. Secara non-fisik, pelindungan dapat dilakukan dengan melakukan (a) penyuluhan kepada masyarakat tentang arti penting situs dan bagaimana melestarikannya, (b) melakukan koordinasi dan kerjasama antara pemerintah dengan masyarakat dalam upaya penyelamatan dan pelindungan situs dan kandungannya, dan (c) meningkatkan perhatian dan peran BPCB Jawa Tengah dan Pemerintah Daerah Purbalingga untuk pelestarian situs dan kandungannya.

Tipar Ponjen is a Neolithic workshop site in the Regency of Purbalingga which is important in the cultural history of Indonesia. The site is recently endangered by natural and human causes. This research is aimed to find a proper preservation of the site through Cultural resource management approach. Following the accepted of Cultural resource management method, this research is conducted in three steps. The first step is to identify the cultural resource of the site through literature research and observation in the field. Second step is conducting a significance assessment of the site and its content as well as recognizing the real treat to the site. The third step is to find appropriate means to protect the site based on the significance of the site. The significance assessment of the site shows that Tipar Ponjen site is highly valuable as it bears the material cultural evidence of the Neolithic manufacture technology of stone adzes and stone bracelet. The location of the site in its natural setting implies the ancient wisdom to properly adapt to the environment. In addition, the Tipar Ponjen has the potential to be used as a media for public education about the cultural history of the Purbalingga regency and even Indonesia, since the site and its surrounding seems to have been settled since Paleolithic to the present day. Considering the significance of the site, it is important to ensure that the site and the archaeological materials within should be kept undisturbed and dislocated or intact. For the protection of the sites some physical intervention should carried out: (a) built a retention wall (talud) at locations which are prone to water erosion, (b) place an information board on how the public can help the preservation of the site and its content, (c) provide a small room or hut to present the significance of the site, including all the knowledge that has been reconstructed based on the data collected from the site and its surrounding, (d) within the information hut, put a storage to store the artefacts revealed from the site, and (e) appoint a site custodian to maintain the condition of the site. Some non-physical ways to protect the Tipar-Ponjen site can also be suggested. Those are (a) educate local community on the significance of the site and how to protect it, (b) conduct coordinative and cooperative projects between the government and local community in safeguarding the site and its content, and (c) encourage the responsible institutions, i.e the cultural office of Purbalingga (Dinas Kebudayaan) and Conservation Office of Central Java (BPCB) to give more attention and increase their roles in the protection program of the Tipar-Ponjen site.
