Transparansi Rezim dan Kepatuhan Negara terhadap Rezim Internasional dalam Penyelenggaraan Olimpiade 2008

Olahraga diupayakan untuk terpisahkan dari pengaruh perpolitikan. Namun, proses politik menjadi bagian yang tidak terpisahkan dalam penyelenggaraan Olimpiade semenjak negara menyadari ajang olahraga akbar tersebut dapat mendatangkan keuntungan dan citra baik di dunia internasional. Namun, kepentingan politik di balik penyelenggaraan Olimpiade tersebut seringkali menyebabkan dampak negatif baik bagi negara tersebut maupun masyarakat kota tempat penyelenggaraan yang merasakan langsung dampak-dampaknya. Penelitian ini menganalisis penyelenggaraan Olimpiade 2008 di Beijing, Cina, untuk mengetahui sejauh mana kepatuhan Cina terhadap International Olympic Committee (IOC) sebagai rezim penyelenggara Olimpiade melalui konsep transparansi rezim dan analisis rezim. Melalui analisis tersebut dapat diketahui bahwa Cina tidak sepenuhnya patuh terhadap IOC dan cenderung bersikap pragmatis terhadap rezim penyelenggara Olimpiade tersebut. Transparansi rezim yang diakomodasikan oleh IOC cenderung berorientasi efektivitas rezim, dengan informasi-informasi yang diterima untuk memperbaiki performa IOC melalui perevisian Piagam Olimpiade. Sedangkan peranan Cina dalam menyediakan informasi untuk keperluan transparansi rezim cenderung sebagai committed conformer dan good faith nonconformer yang memenuhi kepatuhan terhadap IOC dan melakukan pelanggaran pula. Sedangkan other-reporting dan problem-reporting kurang efektif dalam transparansi IOC. Terlebih lagi dengan kurangnya peranan IOC dalam penyajian syarat yang detail dan terkuantifikasi penyelenggaraan Olimpiade yang harus dipatuhi atau dihindari, membuat rezim ini rentan dilanggar oleh Cina. Hal ini mendorong perlunya peningkatan kinerja rezim yang menguatkan orientasi efektivitas rezim dalam permintaan informasi transparasi rezimnya.

There are efforts to separate sports from political influence. However, the political process is impartially thing from Olympic Games since states aware that this sporting mega-event brings profitable gain and leverage good reputation on the international stage. But the political interests behind the Olympic Games are likely to give negative impacts for the countries or the citizen of the host city that will receive the impacts directly. This research tries to analyze Summer Olympic Games 2008 in Beijing, China, to explore how far China's compliance to the International Olympic Committee (IOC) as the regime of Olympic Games' organization and coordination through the concept of regime transparency and regime analysis. The analysis shows the result that China is not fully complying with the IOC and tends to act pragmatically to that Olympic Games' organization and coordination regime. Regime transparency accommodated by the IOC has a tendency to effectiveness-oriented, by the demand of information to increase how the IOC performs through the revisions of the Olympic Charter. Whereas, China' role, in the supply of information for the sake of regime transparency, tends as the committed conformer and the good faith nonconformer with its compliance and its defiance to the IOC. Meanwhile, the other-reporting and the problem-reporting are rather ineffective in the IOC's regime transparency. Even more, the IOC's lack of role to give the detailed and quantified requirement of the compulsories and forbiddance in Olympic Games organization that China or state must comply or avoid makes the IOC susceptible to be defied by China. This matter urges the need for enhancement of the regime performance that affirms the effectiveness-oriented regime in the demand for information and the regime transparency.
