'Jogja Ora Didol': Sebagai Bentuk Civil Disobedience (Ketidakpatuhan Warga) dalam Wacana Pembangunan Kota Yogyakarta

Pergolakan dalam masyarakat Yogyakarta terkait isu-isu pembangunan telah terjadi jauh sebelum arus pembangunan infrastruktur pendukung pariwisata muncul ke permukaan. Mereka yang sensitif terhadap permasalahan kota telah lama saling berdiskusi mengenai isu-isu ini. Puncaknya, pasca pergantian tampuk kepemimpinan walikota Kota Yogyakarta pada tahun 2012, permasalahan kota yang telah lama timbul tidak kunjung terselesaikan. Pada titik ini walikota dianggap abai hingga memunculkan sebuah aksi protes dari kalangan pekerja seni, aktivis, dan anggota masyarakat Kota Yogyakarta. Terlebih lagi terhitung sejak tahun 2010 hingga tahun 2015, telah berdiri sebanyak 33 bangunan hotel berbintang di Kota Yogyakarta. Menurut warga kota arus pembangunan infrastruktur pendukung pariwisata terasa sangat deras dan dikhawatirkan akan merusak struktur sosial-budaya juga lingkungan kota. Kegelisahan ini kemudian diutarakan masyarakat Kota Yogyakarta dalam aksi-aksi protes di ruang publik yang dirangkum dalam 'Jogja Ora Didol'. Sebuah spirit masyarakat Yogyakarta untuk mengkritisi kebijakan pemerintah yang dianggap telah lalai dalam menjalankan tugasnya. Spirit ini menjalar begitu cepat melalui bentuk-bentuk ketidakpatuhan warga berupa aksi protes simbolik tanpa kekerasan. Aksi protes yang dijalankan masyarakat Kota Yogyakarta ini merupakan bagian dari cara komunikasi warga terhadap pemasalahan yang mereka hadapi dalam lingkup sistem demokrasi.

The disturbance in Yogyakarta society is closely associated with the construction issues occurred long before the emergence of the current tourism construction projects. Those who are sensitive to urban developments have been long discussed regarding these matters. Eventually, even after Yogyakarta changed its mayor in 2012, the urban development which has been long arisen still has not been resolved. At this point, the government is considered to be neglected the construction regulations until it brings up protests from art communities, activists, and local residents in Yogyakarta. Moreover, starting from 2010 until 2015, there are more than 33 star hotel buildings constructed in Yogyakarta. According to local residents, these property developments which become the supporting aspect to boost tourism in Yogyakarta increase annually, and are feared to cause damage to the socio-cultural structure as well as the environment. This anxiety is then later expressed by local residents of Yogyakarta in protest actions in the public space entitled 'Jogja Ora Didol' ('Jogja Not For Sale'). Such phrases obviously criticize the government regarding the construction issues which are considered to be abandoned in implementing their duties. This spirit is spreading so rapidly through the actions of noncompliance in the form of non-violent symbolic protests. These protests carried out by local residents of Yogyakarta are the way of the locals communicating the residential development problems they face in the scope of the democratic system.
