Draft Government Regulation (RPP) Security Addictive Substances Tobacco Products for Health finally has passed into PP 109. This regulation cause the pros and cons from the initial design to legalization cause by some parties. The Ministry of Health that responsible for public health struggle to initiate and fight for the existence of this reguation. Meanwhile, when talking about tobacco there are communities relied heavily on these plants. The tobacco farmers enter a protest against and they do a variety of things in order to the regulation are not ratified. Case-study of qualitative research aims to determine the dynamics of the conflict between the government and tobacco farmers in Temanggung Regency. Data collection methods used in this study was the interview with general instructions interview and data analysis methods chosen by the researchers is a method of qualitative analysis. Results of the study is the antecedent / cause of the conflict on tobacco farmers and the government is the emergence of Draft Government Regulation (RPP) Security Addictive Substances Tobacco Products for Health finally been passed into PP 109 which had an impact on the cognitive processes of respective parties, including differences in the perception of looking each parties, different interests that fought by tobacco farmers and the government, also the level of aspirations of each party against the respective interests. Those three things influence each other as antecedent / cause conflict. The next round that observed by this research is the selection of the strategy, tobacco farmers choose contending strategy, tobacco farmers will react when the government made an action.
