This grounded theory research was directed to understand how members of local parliament Bengkalis make decision and realize its importance to the public. In depth interview was applied to eight members of local parliament Bengkalis. The result showed there where three major themes: (1) partner with local government; (2) entangles role of public; (3) and improvement quality of law decision would. Reanalyzing by using selective and axial coding it was found output and outcome of this research was area law and realized public importance.
