This study was aimed at (1) revealing the characteristics of the physics achievement test questions items of senior high school; (2) finding the vertical equating equation of the physics learning achievement test of grade I, II, and III. (3) knowing the development of learning achievement of senior high school students in physics. Data were collected from the students of senior high school of Bengkulu. The total number of the subjects were 1591 students, in which 632 were from grade 1, 559 were from grade 2, and 400 were from grade III. The answers employed were the answer of the physics test. The items employed in the vertical equating and which would be included in the questions collection were those which have been filtered through item analysis, using classical and modern theory. Parameter estimation was done based on logistics model 2 parameter and then analyzed with BILOG 3.07 program. The equating process employed was characteristics curve method. The result of the study showed that: (1). Considering the final result of the item parameter estimation, the items which included in the questions collection were; 16 items of grade I test, 21 items of grade II test, and 20 items of grade III test. (2) Conversion constant of the vertical equating was: a). the vertical equating of the item difficulty of grade I to grade II was: bB* = 0,707 bA + 0,029; b) the vertical equating of the item difficulty of grade III to grade II was: bB* = 1,725 bC + 0,042; c) The equating of ability scale of the participants from grade I to grade II was: q B* = 0,707 qA + 0,029; d) The equating of ability scale of the participants from grade III to grade II was: qB* = 1,725 q C + 0,042; (3) The equation of ability equating was analyzed with modern test theory. The equating of item difficulty from grade I to grade II test decreased (getting easier when done by students of grade II). The equating of item difficulty from grade III to grade II test increased (getting more difficult when done by students of grade II). (4). The result led to conclusion that the increasing of learning achievement for the students from grade II to grade III was higher than the increasing of learning achievement from grade I to grade II.
