The application is used to determine the priority development of several alternative locations freight terminal development plan. This relates to the long-term development plan of the local government district of Situbondo. The purpose of this study was to design and build a decision support system in determining the priority of the terminal construction site by using AHP. Variables used in the calculation process obtained from the demographics and geography that have been determined by the local government of Situbondo district through the Regional Development Planning Agency. The initial step of this system is collecting data through observation, study of the policy, and collecting existing data. Analysis and definition of needs in doing the design of the system to be built include making DFD (Data Flow Diagram), Database design, include input and output design. Decision support system also divides its needs both on the hardware and software involved in the process of identifying or depiction of a decision support system that is built. The implementation phase is the creation of databases, application programs that can be accessed via the software in the system design. The test results on the decision support system is able to give priority to the value of some of the construction site are offered based on the calculation and comparison of the interests of the variables used. Overall, the decision support system has been running as expected
