MODEL INTEROPERABILITAS e-GOVERNMENT MENGGUNAKAN KOMBINASI SERVICE ORIENTED ARCHITECTURE (SOA) DAN EVENT DRIVEN ARCHITECTURE (EDA)

e-Government (e-Gov) implementation has one of aim to make relationship interaction between government to government (G2G). The main factor of G2G is interoperability between central and local governments which have heterogeneity in developing E-Gov application. Currently, the interoperability has been done by creating an architecture that has a function to allow existing E-Gov applications to be able to communicate with each other. However, E-Govs in Indonesia are developed separately by the respective governments, i.e. central (national) and local (province, district/city). Therefore, interoperability and data integration have a restriction. This study focused on creating an model for interoperability and data integration on E-Gov applications in Indonesia. This model combines the approach of Service Oriented Architecture (SOA) and Event Driven Architecture (EDA). The combination of SOA and EDA has objectives to produce a concurrent interoperability model and services one-to-many relationship. The services provided and the events that are used to trigger are defined by using Web Service Definition Language (WSDL), while the orchestration mechanism that occurs between services is defined by using the Business Process Execution Language (BPEL) that is conducted by the Government Service Bus (GSB). Based on the performance measurement result showed that the model of e-Gov interoperability and data integration is most appropriately for service models that have a response to the single output parameter, such as data recapitulation services. However, due to a high response times problem, this model is less suitable for the services with non-single output parameter, such as an array of the overall data.
