The decision that is taken by leader player is a function which is depending on follower’s decision. It means that the leader player gives opportunities to increase the optimal solution for follower. In this thesis Inverse Stackelberg theory is applied in toll design. In this case there are two player-components, i.e. the road authority as leader player and the driver as follower player. The road authority will set the system of toll road for driver. The comfortability that is discussed in this thesis is the road flow which can be represented by toll fee. If the road flow increase in the toll road, the road authority will increase the toll fee, so the driver will feel uncomfortable. But, if the road flow decrease in the toll road, the road authority will decrease the toll fee, so the driver will feel comfortable.
