RANCANG BANGUN SISTEM FUZZY TAKAGI-SUGENO UNTUK MENENTUKAN PREDIKSI INDEKS PEMBANGUNAN MANUSIA DAN REKOMENDASI ALOKASI DANA ANGGARAN PEMBANGUNAN DAERAH; DESIGN OF TAKAGI-SUGENO FUZZY SYSTEM FOR DETERMINING PREDICTION OF HUMAN DEVELOPMENT INDEX AND RECOMMENDATION OF REGIONAL DEVELOPMENT BUDGET ALLOCATIONS

The preparation of the development budget of local government, has been carried out based musrenbang involving community leaders and Satuan Kerja Perangkat Daerah (SKPD) in each sector development. Each proposed budget of the musrenbang results will be summarized by section local government budgets, there are so many proposals made possible a program of activities that exceed the available budget and not according to the priorities of development in budgeting. One of them is to be adapted to the efforts to improve the Human Development Index. So for the budgeter will require a lot of time in analyzing each sub-programs of activities to make adjustments for any budget allocation on SKPDs. In this study built an application using Takagi - Sugeno fuzzy - Kang to resolve these problems. Parameters or variables used for the calculation of fuzzy on this system is a variable of the budget of managed every SKPDs each researcher select the most substantial contribution to poverty alleviation society, namely budgetary allocation on education, health , labor and agriculture . In addition to the budget variable, the variable of Human Development Index is also used in this calculation. From the test results obtained by the system and the discussion that the application program can facilitate parties in determining budget allocations will be budgeteing with the prediction of the achievement of Human Development Index which is desired in form of recommendations budget allocation to every SKPDs.
