EFISIENSI DAN EFEKTIVITAS PENGELOLAAN DANA BANTUAN PEMBANGUNAN DAERAH TINGKAT II (INPRES DATI II) DI PROPINSI DAERAH TINGKAT I KALIMANTAN BARAT

Penelitian ini bertujuan untuk menelaah efisiensi dan efektivitas pengelolaan dana bantuan pembangunan daerah tingkat II (inpres Dati II) di Propinsi Daerah Tingkat I Kalimantan Barat serta untuk mengetahui strategi yang tepat melalui identifikasi berbagai faktor secara sistematis.
Penelitian ini dilakukan pada tiga daerah tingkat II di Propinsi Daerah Tingkat I Kalimantan Barat yaitu Kabupaten Daerah Tingkat II Pontianak, Kotamadya Daerah Tingkat II Pontianak dan Kabupaten Daerah Tingkat II Sambas.
Pehelitian ini menggunakan data skunder selama Pelita V dan VI tahun ke tiga. Metode analisis yang digunakan dalam penelitian ini adalah analisis efisiensi dan efektivitas, analisis varians dan analisis SWOT.
Hasil analisis efisiensi biaya Kabupaten Daerah Tingkat II Sambas menunjukan tingkat efisiehsi tertinggi yaitu 4,60 persen dibandingkan Kotamadya Dati II Pontianak 2,73 persen dan Kabupaten Dati II Pontianak 1,92 persen. Efisiensi kas tertinggi Kotamadya Dati II Pontianak 98,30 persen dibandingkan dengan Kabupaten Dati II Sambas 97,75
persen dan Kabupaten Dati II Pontianak 93,30 persen. Efisiensi kerja tertinggi juga Kotamadya Dati II Pontianak 99,73 persen dibandingkan Kabupaten Dati II Sambas 99,09 persen dan Kabupaten Pontianak 98,49 persen.
Hasil analisis efektivitas menunjukkan bahwa Kotamadya Dati II Pontianak merupakan tingkat efektivitas tertinggi dalam pengelolaan dana bantuan pembangunan daerah tingkat II (Inpres Dati II) yaitu 98,30 persen dibandingkan dengan Kabupaten Dati II Sambas 97,75 persen dan Kabupaten Dati II Pontianak 93,30 persen.
Hasil analisis varians menunjukkan tingkat efisiensi dan efektivitas pengelolaan dana bantuan pembangunan daerah tingkat II (inpres Dati II) di tiga daerah penelitian memiliki tingkat rata-rata yang sama dalam arti tidak ada perbedaan yang berarti. Hasil analisis SWOT menunjukkan
bahwa strategi pengelolaan dana bantuan pembangunan daerah tingkat II di tiga daerah penelitian masih perlu ditingkatkan.
This research aims to analyze the efficiency and effectiveness of the management of the development fund for regencies (Inpres Dati II) in the province of West Kalimantan and find the accurate strategy through the identification of various factors systematically. This research was carried out in three regencies in the province of West Kalimantan, namely : the Regency Pontianak, the Municipality of Pontianak, and the Regency of Sambas.
This research uses secondary data during the Five-Year
Development Plan V and VI of the third year. The analysis methods used in this research are the anlysis of afficiency and effectiveness, the analysis of variance, and the analysis of SWOT.
The results of the analysis of cost efficiency show that the Regency of Sambas has the highest efficiency (4.60%), followed by the municipality of Pontianak (2.73%) and the Regency of Pontianak (1.92%). For cash efficiency, the highest is the Municipality of Pontianak (98.30%), followed
by the Regency of Sambas (97.75%) and the Regency of Pontianak (93.30%). For working efficiency, the highest in the Municipality of Pontianak (99.73%), followed by the Regency of Sambas (99.09) and the Regency of Pontianak (98.49%).
The results of the analysis of effectiveness indicate that the Municipality of Pontianak has the highest effectiveness in the management of the development fund for regencies (98.30%), followed by the Regency of Sambas (97.75%) and the Regency of Pontianak (93.30%).
The results of the analysis variance show that the efficiency and effectiveness of the development fund management in those three regencies are everagely the same, meaning that three is not significant difference. The results of the SWOT analysis indicate that the strategy of the fund management in those three regencies still needs to be improved.
